The new recruitment of civil servants is the backbone of the young reserve cadre s, their competence will have a direct impact on the future party organs of public aff airs ability, efficiency, improvement of people's living standard, National Society of ris e and fall. In this paper, the use of competency related theory, analysis of the current situation of Dalian City, the civil service competency, and put forward countermeasur es against the existing problems.Firstly, according to the job matching theory, expectation theory, and civil servant s general competency standards and new recruitment of civil servants management basi c requirements, by domestic and foreign literature, design the questionnaire and intervi ew outline new recruitment of civil servants competency. Secondly, to Dalian new rec ruitment of civil servants competency survey found the Dalian new recruitment of civi 1 servants there Gaofendineng, gender imbalance, the official document writing ability is insufficient, lack of investigation and study ability, psychological adjustment ability lack of, and analyzes the underlying causes of the existing problems from the compet ency of individual characteristics, behavioral characteristics and working scenario condit ions. Finally, in order to investigate the result as the basis, establish and improve the evaluation system, to perfect the civil servant training system, reform new recruitment of civil servants performance appraisal system and strengthen new recruitment of civil servants job exchange quartet puts forward specific countermeasures to improve the c ompetency of Dalian City, the new civil service recruitment.This study adopts theoretical and empirical combination of research methods, to Dalian City 2014,2015 two new recruitment of civil servants as the research object, using the form of questionnaire survey, to Dalian City in different regions of more th an 220 new recruitment of civil servants were sampling investigation. At the same tim e, random interviews, by telephone interview with the interview, involving 100 staff hi red Dalian new recruitment of civil servants and part of the Department, Zhongshan District human resources and Social Security Bureau, Zhuanghe City human resources and Social Security Bureau conducted interviews. In survey results based on the propo sed for suggestions, in order for the selection and management of human resource of Dalian government provide the basis and for construction in Dalian "for the people, pr agmatic, honest, efficient" service type government provide reference.
