Analysis Of The Policy Implementation Problems Of Sharing Information Resources By Local Government

Since Premier Li Keqiang mentioned “big data” in the government work report on March 2014,China's information and communication technology began to develop at a rapid pace.In the meantime,the informationtrend featuring “smart city” and “the age of big data” is sweeping across the globe,which is generated by big data,Internet of Things,cloud computing andmobile Internet.Therefore,information resources,as a powerful weapon to win competitive advantage,have been drawing more and more attention.Government departments are owners as well as collectors,processors and users of large numbers of government data and information resources.For many years,government has done much on the integration,sharing and application of e-government information resources.However,there is still “information isolation”,“information island” and “information blind angle” of data and information resources among government departments.Besides,theinformatization level of different government departments is not balanced.These defects are due to thegaps among government departments in terms of the senses and expences for developing informatization,and the isolation of different government functional departments.Meanwhile,sometimes policies can notbe well adapted to local conditions in the process of implementation.This paper,taking the data opening and information resources integration of C city as an example,explores the plights that government meet when implementing policies.Suggestions for improvement are proposed on this basis.The introduction part of this paper discusses the background and significance of the research topic.Gaps are found through the summary and sorting of related researches home and abroad.Besides,research methods and model are presented.The body part is divided into three parts.The first part introduces the related concepts and theories of government information resources,government dada opening,information resources sharing as well as policy implementation.In addition,the analysis tool adopted in the paper – ambiguity-conflict model is demonstrated.The second part displays the current situation of C city inthe aspects of government data opening and information resources integration.With interviews and cases,the paper adopts the ambiguity-conflict model to analyze the specific conditionsof C city in implementing policies for government data opening and information resources integration.The last part,hoping to help the local government integrating and sharing information resources,the paper put forward suggestions forthe local government to implement policies in this respect.In the conclusion part,the paper puts forward that to help promoting information resources integration,the mainmethodthat the local government can take isto increase the clearness of targets and approaches when making policies,and to reduceconflicts in policy implementation.
