Since the reform and opening up,urbanization has been the biggest change in Chinese society.In this wave of great change,a special sub-district office came into being--"town to sub-district transform".As a product of new urbanization,"town to sub-district transform" is one of the means to realize the urbanization of agricultural transfer population,and it is also an important administrative means to promote the development of new urbanization.The street offices formed after the reform of the town government belong to a more special sub-district office.The geographical location,jurisdiction object,institution setup,duty and authority,personnel disposition and so on,which is different from that of the central district develops more mature street offices and it's a new thing in the transition period from town government to sub-district office.On the one hand,it faces the same management system dilemma as traditional sub-district office.At the same time,due to its own transitional nature and particularity,it also faces more complex and more complex challenges.In order to help solve the problem of the"town to sub-district transform"dilemma and promote better development of new urbanization,this article takes the "town to sub-district transform"as a research object and takes the street management system of "town to sub-district transform"is the subject of research.Summing up the causes,nature,standards,procedures of "town to sub-district transform"by field research,qualitative interviews,and multidimensional comparison.Analysis of the difficulties faced by the"town to sub-district transform" and at the same time,I put forward my own views on the improve of the street management system after the reform,and try to put forward several principles that have reference value for the reform of the management system of "town to sub-district transform" in the future.There are six chapters in this article:the first chapter is the introduction.Mainly introduces the significance of this article,combing relevant research status about the grassroots management system and sub-district office and "town to sub-district transform".It also introduces the innovation and shortage.The second chapter mainly combs the course of change of the sub-district office management system.First,elaborate the concept and nature of sub-district offices.Then,the historical transformation process of the sub-district office management system is divided into 5 stages.The purpose is to fully understand the sub-district office,a social management entity at the grass-roots level.Finally,discuss the three main sub-district office management system transformation models,the aim is to summarize the experience ofreform and provide reference for the improve of the management system of the"town to sub-district transform".The third chapter mainly uses the way of contrast,compare the"town to sub-district transform"with the township government and the central district develops more mature street offices and sum up the differences between the them.The fourth chapter summarizing the difficulties faced by the management system of the"town to sub-district transform".The fifth chapter is the thinking of the improve the"town to sub-district transform"management system.We can learn from the experience of the typical model of sub-district office management system reform in China in recent years,the dilemma facing the"town to sub-district transform"management system summarized above.Perfecting the improve of the"town to sub-district transform"management system from several aspects;At the end of the article summarizes multiple principles of the "town to sub-district transform"management system after in the future.
