The Civil service law of People's Republic of China which formal carried out on January 1,2006 is the first law for civil servant management in China,and it signifies that civil servant management in China entering the high stage.As the Socialism with Chinese characteristics entering a New Era,China's economic,society,science and culture makes great progress,so there is constantly new request for government work and civil servant work.Bye the end of 2016,China's civil servant reached 7.19 million.Among all civil servant,about 90%is grass-roots civil servants,which is the main group.Grass-roots civil servants are in the lowest level of Chinese government,carrying out the policy of Party and country,facing directly grassroots masses,affording hard work pressure and responsibility.But they receive low salary because the low level,plus for the bad working conditions,their work enthusiasm faded,more and more grass-roots civil servants resign.Grass-roots civil servants are important resources for government,to make peace mind of grass-roots civil servants,incentives are essential.This article analysis the problem of incentive mechanism of grass-roots civil servants by modern management theory,also learns from foreign advanced experience,puts forward complete new ideas and new measures to enhance the positive effect.This article emphasizes the importance of incentive grass-roots civil servants,and emphasizes the particularity of incentive grass-roots civil servants,.Since 1980s,China has institutionalized management on civil servants for thirty years.In this period,our country has made great progress,preliminary formed unique incentive mechanism of grass-roots civil servants.On the whole,there are two advantages,for one hand,it has changed to modern management system,for the other hand,it became normful.Problems of incentive mechanism of grass-roots civil servants have highlighted.For the first,lack of incentive method,mental stimulation is losing effectiveness,lack of material incentives,focusing on positive incentive,lack of negative incentives.For the secend,system construction is weak,for wages system is unreasonable,salary is too low.Promotion opportunity is few,withdrawal mechanism is unsound.For the third,assessment method is unscientific.For the forth,reward and punishment system is irregular.And for the fifth,training results is not satisfied,some grassroots units do not pay attention to training,training methods is outdated and the content is obsolete,the results of training of the use of inadequate..For improving the incentive mechanism of grass-roots civil servants,we must stick to combined mental stimulation and material incentives,and combined positive incentive and negative incentives.Suggestions for improving ncentive mechanism of grass-roots civil servants is set up reasonable salary system,improve wages structure,set up reasonable promotion mechanism,establish plantform for superior grass-roots civil servants,broaden communication channels,establish scientific assessment system,refine the examination content,enriching assessment subject,pay attention to the results of assessment.Set up normative rewards and penalties,conduct grass-roots civil servants forming concept of reward and punishment.Set up effectively training system,strengthen the practicality of training,pay attention to diversification of training form,strengthen training achievements.
