Public institutions of our country provide essential public services for all aspects of social life and play an important role in promoting economic development and improving people's livelihood.Because of unique growth environment,the new generation of employees show different characteristics compared with other generations of employees.The new generation of employees have unique way of thinking,values and personality characteristics.It is not uncommon for workplace conflicts to lead to anti production behaviors.In order to effectively reduce the occurrence of anti production behaviors of the new generation employees of public institutions and improve the organizational effectiveness,this paper starts from the behavior of employee's voice behavior,and discusses whether the reasonable voice behavior can have an impact on employees' anti production behaviors.Provide targeted suggestions to the managers of the public institutions,optimize the scientific management of the new generation employees and improve the organizational performance.This paper studies the influence mechanism of voice behavior on anti production behavior in the new generation of employees.This paper argues that the voice behavior is to change the current situation of the organization.Employees voluntarily do things that are good for the organization,is a more reformed organizational citizenship behavior,including prohibitive voice behavior and promotive voice behavior.The anti production behavior is a voluntary behavior of an organization member who intentionally damages the organization's interests,harms the organization's stakeholders,and affects the work efficiency and organizational effectiveness,including production deviation,property deviation and interpersonal attack.This paper adopts the method of literature analysis,questionnaire survey and empirical research,and puts forward the research hypothesis and the thought of solving the problem.SPSS and LISREL were used to analyze the 351 new generation employees effective questionnaire.The structural equation model is established for hypothesis testing and model verification,and the following conclusions are obtained through empirical analysis:the new generation of employees promotive voice behavior has a significant negative correlation with the property deviation and interpersonal attack dimension of anti production behavior;prohibitive voice behavior is positively correlated with property deviation and interpersonal attack;the prohibitive voice behavior and promotive voice behavior have no significant influence on the production deviation dimension.Based on the research,this paper puts forward management measures to controlinstitution new generation employees anti production behavior.Help employees to make career plans to improve their working enthusiasm,create a good organizational climate to encourage employees to voice and guide employees to make reasonable suggestions to control anti production behaviors.The new generation of employees in the public institution put forward constructive suggestions for the organization,improve the organizational identity and organizational citizenship behavior,which effectively reduce the appearance of anti production behaviors and improve organizational performance.
