The rapid development of the world today,the social development patterns and organizational models are producing new changes.However,with the speed of social development,as well as the current economic and social environment is complex and changeable,which are the government's management behavior to new demands and new challenges.With the emergence and acceptance of the new public management movement,the people and society,on the one hand,hope that the government can expand the scope of social services,provide more public services for the society,and hope that the government can reduce the administrative and public services Of the cost for the community to provide quality and efficient but more economical services.In this premise,if the establishment of a reasonable civil service performance appraisal system to promote the performance of civil servants and the entire civil service team to enhance the daily management of the government has become an important task.China's civil servants in the performance appraisal work has also made some progress to ensure that China's state organs and government officials in the actual work of civil servants to play their role.However,the performance evaluation in the play a positive effect,but also bring some negative effects,such as business management often referred to the anti-production behavior.In the field of business management,scholars have long been concerned about the anti-production behavior,and according to different hypotheses and research models to form a different anti-production behavior theory.In our civil service performance appraisal system and the system has been established and in the process of continuous improvement,because the performance appraisal system is not perfect,because the performance evaluation indicators set unreasonable place,so in the actual work of the inevitable Some anti-production behavior.In fact,the occurrence of anti-production behavior of civil servants is largely due to their feelings and reactions caused by these feelings and reactions may be due to the performance appraisal.Such as the unreasonable goal setting of performance appraisal,the process of performance appraisal is not open and transparent,performance appraisal is unfair and so on,these actions will cause civil servants of some negative emotions,which led to anti-production behavior.Therefore,this paper attempts to understand the mechanism of civil servant's anti-production behavior through theoretical analysis and questionnaire survey.Rationality and humanity of the necessary reference recommendations.
