| With the coming of the big data era,governments all over the world has realized the great value of huge amount data and made a series of policies to promote & open government data.Opening government data platform is the most important channel for citizens to obtain government data.The construction situation of it directly affects the effect of their data searching,viewing,downloading and using.In 2012,China's first open government data platform "Shanghai Government Data Service Network" went live in Shanghai.So far,19 local open government data platforms have been built in China,which has gotten primary achievements.In Spt,2015,the State issued The Action of Promoting big data's Development which pointed out that unified and open government data platform will be built by the end of 2018.Under the background of this era demand,through the research of oversea platform of open government data,summary of their successful experience and the clarify of our situation & problems,this paper puts forward some relevant strategies which inspired the construction and perfection of our open government data platform.This paper firstly state the research background and significance of open government data,research status at home and abroad,research content,methods,way of thinking and innovative points.Secondly,it defines the concepts of data and information,information publication and open data,government information publication and open government data,and introduces the theory of Data Governance and big data,which lays a theoretical foundation for the next research of this paper.The third chapter systematically tease out the current construction situation of open government data platform in the United States,Britain,Canada and other countries from the point of data layer,platform layer and foundation layer.It summarizes the experience of overseas open government data platform construction-detailed developing plan for every stage,cooperative mechanism with all kinds of social forces and specialized agency to take charge of work of open government data platform.This part of the study not only set a goal for China's platform construction,but also lays groundwork of the following comparison of the status of our platform construction.Through the way of comparison with oversea open data platform,the fourth chapter introduces the current situation of China's local government construction in this area.By comparison,our platform has such below problems: low level user experience,less data,slow update speed,poor openness and low quality of constructive environment in platform.The reasons for those problems during our construction of open government data can be divided into three aspects: First,We are shortage of specialized organization to maintain the running of platform;Second,In every stage of platform development,we have no matched and refined policy to support it;Third,Weak awareness of data from“demand end” in society decrease the tensile force of “supply-side” for government data.This whole part lay a foundation for below strategy propose of our China open government platform construction.Finally,with the goal of oversea platform construction and their experience,this paper put forward below tactics to resolve our problems for platform.First,building a comprehensive and coordinative management institutions to supervise the construction and maintenance of platform.Second,making matched laws and regulations and policy to guide the data open in order and by law.Third,training citizens' awareness of data and encouraging them to use data,and forming a Data Culture.Besides,this part also summarize the related conclusions of this paper and provide an outlook of the future study.With comparative analysis method,this paper systematically tease out the status of open government data platform construction at home and abroad which provides practices guidance for the perfection of local platforms and also paves the way for the theorists to evaluate our country's open government data. |
