Research On The Problems And Countermeasures Of Enterprise Community Governance

In recent years,with the rapid economic growth,China's social environment has undergone drastic changes,and the people's demands for a better life are getting higher and higher.In order to meet the new needs of the people,the traditional social management system has also begun to make corresponding changes,and the transformation from community management to community governance is the key point.From the perspective of public administration,community governance is different from traditional community management,and community governance emphasizes the cooperation of grassroots government,community residents and social organizations in public administration.CPC General Secretary Xi Jinping also pointed out in the 19 th congress,"To strengthen the development of the social governance system,to push the social governance to shift toward the grassroots,playing the role of social organization,to achieve benign interaction of government's governance and social regulation,residents' autonomy." It can be seen that community governance has become an important part of the modernization of national governance,an important way to protect and improve people's livelihood,and an important way to innovate social governance."In the 1960's,the Third-Front Movement began to cover a total of more than 1100 projects in 13 provinces,a large number of new factories and workers move to make the enterprise society became the best choice.At the same time,in the planned economic period,state-owned enterprises took part of the administrative function to manage the enterprise community,assumed the function of allocating some resources,and promoted the development of economy.In this case,not only those third-tier cities existed enterprise-type community,but there were a large number of state-owned enterprises in the first-tier cities and second-tier cities,so that an enterprise-type community existed in all parts of the country.With the economic development after reform and opening-up,enterprises being burdened with social responsibilities have become burden of enterprises' development;stripping social function of enterprises has become inevitable.Because of acquaintance society and habits of enterprises for social in the period of formation,this legacy of the enterprise-type community has created a series of problems due to the classified administration.This paper selects the H enterprise community in Wuhan city as a research object.Based on theories of national governance capability modernization theory,stakeholder theory,corporate social responsibility theory and social capital theory,this paper studies the problems in the process of H enterprise community governance by means of literature research,field investigation and comparative analysis.Through studies on the current status of the H enterprise community governance and community it points out problems such as rights barriers,resource constraints,lack of professionals.From enterprise itself,government and community residents three factors it analyzes the impact to community governance,puts forward the corresponding countermeasures and suggestions,and try to build a generic model that can be replicated in a particular type of community in an entrepreneurial community.
