With the wave of development and change of high education,more attention is paid to teaching quality.As a method of teaching quality evaluation,Students' evaluation of teaching has carried on 30 years in our country,its popularity is very wide and utilization rate is high.The vast majority of the university have used student evaluation of teaching.But in the process of the implementation of students'evaluation of teaching system,the administrative manager dominant students teaching evaluation work,and ignore the teachers and student's main body status,so teachers and students don't take an active part in those work.In the study,making the theory of governance as breakthrough point,it analyzes the governance dilemma of students'evaluation of teaching system in the actual operation of Chinese university,and tries to put forward the effective path of our country's university students' evaluation of teaching system to from three dimensions of governance theory.'Governance' is different from'management',which more emphasis on multiple main body of participatory governance and diversified power operation mode,and the mode of operation to promote the mechanism of deliberative democracy,social participation scale advocate the establishment of mutual trust partnership.From the basic on the effective implementation of the system and the particularity of the system university of student evaluation of teaching,it has the bright application of governance theory.In this study,using the methods of participant observation and interviews,it analysis process,mechanism and environment of our country university students' evaluation of teaching system through three dimensions:of governance:participatory governance,multi governance,deliberative governance.It shows that it does not achieve participatory governance during students' evaluation of teaching process from four aspects of the degree of participation,the mode of operation,power and active of students' participation;the institutions of students' evaluation of teaching does not reflect the character of multi governance,and it exists unique authority and inequality among main body;it does not format the environment of deliberative governance of students' evaluation of teaching,which main performances are main performances are the alienation of students' evaluation of teaching objectives,the scientific use of resources,reasonable evaluation of teaching culture.To solve the three basic problems of how to govern,who govern,and where the governance environment is,it can be improved from the following three aspects of China's University Students' evaluation of teaching system.First,to achieve participatory governance of students' evaluation of teaching process,on the one hand gives power to the teachers and students,and realize 'non-civil services 'in the students evaluation of teaching,on the other hand builds democratic consultation mechanism;Second,to establish multi governance mechanism of students' evaluation of teaching,which is to the establish committee of student evaluation of teaching,achieve substantive participation of teachers and students and give right of freedom choice to teachers and students;Third,to build deliberative governance environment of students' evaluation of teaching,which needs to improve the result effectiveness the students evaluation of teaching,establish and improve the information communication mechanism.
