Research On The Cultivation Of New Type Of Professional Farmers In Tongcheng City

With the rapid advance of the new urbanization in our country, more and more farmers turn to the second industry and the third industry which are higher-yielding than agriculture. In addition,the opportunity cost of agricultural production rises constantly. Driven by higher income, most young rural labor force flock to big cities. In the cases of the rural population aging, as well as the new generation of migrant workers who are not good at farming at all, the agricultural development of our country is faced the problem "who's going to land, who can do well". At present, along with our country economic development into the new normal, how to promote the farmers'income and strengthen the agricultural foundation status are urgent problem we should deal with. In addition, the domestic agricultural production cost is rising year by year, agricultural commodities prices are generally higher than that of the international market. The emergence of a series of problems reversed transmission transformation and upgrading of the agricultural development. The development of modern agriculture is imperative, and the key is to cultivate a batch of new professional farmers understand science and technology. The central file No.1 in 2012 focus on agricultural science and technology innovation, and put forward the concept of a new type of professional farmers for the first time. In order to improve the quality, professional skill and management ability of science and technology,the rural practical talents training are holding all over the country. More over, local government carried out new professional farmers cultivate pilot work plan accordingly.In the reality of the situation facing agricultural development as well as the national implementation of a series of policy environment background, the new professional farmers more highlights the importance of cultivating. Actively exploring to construct the new vocational education training system and strengthening the new professional farmers is particularly important. Anhui province was included in the first batch of "new professional farmers cultivating",as a prerequisite,this paper try to explore new professional farmers cultivating mechanism, accelerate the professionalization process agriculture in Tongcheng city. Analysis results show that the new professional farmers cultivate in Tongcheng city has made certain achievements. For instance, the efficiency gradually increase, the agricultural extension personnel significantly enhance the overall quality level, science and education atmosphere quietly formed in the countryside. But there are also some shortcomings, new professional farmers training quality remains to be further improved, teachers need to be further enrich, the young rural labor force gradually reduced, the investigation and study needs to be further strengthened.Finally,specific policy recommendations are putting forward aiming at the insufficiency of Tongcheng city new professional farmers breeding process such as enriching training content, optimizing cultivation environment, improving the system construction, communicating training experience, improving the level of management and so on.
