Information Technology has become a necessity of human life.In the same way,It also had a profound effect on the field of education.There has produced a huge change in the methods of teaching and learning in school.Therefore,it is necessary to promote the primary and secondary school teachers' information technology application ability level.In 2012,the ministry of education issued the Education Informatization Development Plan for Ten Years,and in 2013,it started the project of promoting the primary and secondary school teachers' information technology application ability,to comprehensively enhance the level of primary and secondary school teachers' information technology application ability.Responding to the requirements of the ministry of education,this project was started in 2013 in Shanxi Province.To promote the level of their information technology application ability,the primary and secondary school teachers in Shanxi Province has carried on the training for several times.Putting the primary and secondary school teachers in Shanxi Province as the research object,this paper investigated the situation of the education information resources in Shanxi Province,thecurrent situation of the primary and secondary school teachers' information technology application ability,and the training of improving primary and secondary school teachers' information technology application ability.As the core,there are four training investigated in this paper.The first is the training of backbone teachers in rural weak schools in Shanxi Province.And the second is National Cultivation Plan----the training of the replacement full-time,Kindergartens,primary and secondary school teachers' information technology application ability.And the third is the promotion training of improving the primary and secondary school teachers' information technology application ability organized by the ministry and the China Mobile Communication.The last is the National Cultivation Plan----the promotion project of the Kindergartens,primary and secondary school teachers' information technology application ability.In this paper,the research of the above four training are started from five aspects:the objects,the contents,the model,the methods and the analysis.The author found the following questions in the investigation.Firstly,It's hard to juggle the teachers' level because of the uneven development of the education informatization.Secondly,it's hard to meet the teachers' demands due to the much too unified contents.Thirdly,it's not conducive to the teachers' development only to in-service teacher training.Then,it's difficult to motivate teachers training interest as the Learning style is simple.What's more,it's difficult to evaluate teachers level in an all-round way on account of the single assessment way.Aiming at the above problems,based on “the Primary and Secondary School Teachers' Information Technology Application Ability Standard(Trial)”and “the Primary and Secondary School Teachers' Information Technology Application Ability Curriculum Standard(Trial)”,the author put forward the following strategies to promote the primary and secondary school teachers' information technology application ability :1.Not only the in-service teachers but also the normal pre-service teachers should be included in the training objects.2.Training programs should include four categories,namely:Technology Literacy Courses,Comprehensive Courses,Thematic Courses,Teacher Professional Development Courses.3.Training mode should combine online and offline.In this paper,the author discussed three typical cases:teacher workshops,the National Cultivation Plan and the Backbone Teachers' Radiation.4.The forms of learning should be varied.In this paper,the author cited several typical forms of learning,for example,Expert Lectures,Lesson Study,Seminars,Field Observation,Practical Exercise and Works Competitions;5.From the training point of view,the evaluation methods should cover the diagnostic evaluation before training,the process of evaluation in training and the summative assessment in post-training.In this paper,the author sets the evaluation as a typical example.Finally,this paper presents several problems in the training process of the primary and secondary school teachers' information technology application ability.The following should be noted.Firstly,it should be as the basis that the status quo of the educationinformation resource in Shanxi Province.Secondly,it should be as a starting point that the the primary and secondary school teachers' information technology application ability.Then,the Supervision in training should be strengthened.What's more,the Education Sector should emphasis on the level of primary and secondary school teachers' information technology application ability.Because of the author's limited research capacity,in this paper,there are still shortcomings and deficiencies.It should be further explored that the study of the primary and secondary school teachers' information technology application ability.
