"Education plan,teacher oriented". The development of teachers' application ability of information technology plays an important role in the depth integration of technology and education. With grasping the "Internet plus" trend, that continue to enhance the teacher's information technology ability, raise the qualified personnel is one of the important tasks in "13th Five-Year" period; A new round of development planning and investment of information technology application capability urgently ask us to analysis current situation and clarify the relevant factors. So, what is the level of teacher's information technology application ability? What are the characteristics?What strategies are tailored to develop this capability? Reliable data, empirical research and strategic research are the key to answer the above questions. This paper took the research project,"Enhancing the primary and secondary school teachers'information technology application abilities in D District of Guangdong province in 13th Five-Year development plan", as an opportunity to launch the research, and the main contents are as follows.(1) Research on the design and implementation of capacity evaluation index systemAccording to the relevant ability standards at home and abroad, we build the evaluation index system. And combined with experts' opinions and other screening criterion,the indicator systems of "optimizing classroom teaching" and "changing learning mode" are constructed respectively. Based on this, we carried out investigation about application ability of information technology among 516 teachers of primary and middle schools in D District of Guangdong Province.(2) Empirical evaluation of teachers' information technology applicationTaking use of the structural equation model, the model of "optimizing classroom teaching" and "changing learning mode" are established,and the weight of the two models is obtained. Finally, we completed the assessment of related ability level of primary and secondary school teachers in Guangdong Province D District from these two aspects.(3) To explore the characteristics of teachers' information technology application ability in D DistrictFirstly, the difference analysis method and the parameter test method are used to analyze the difference of information technology application ability from inter-school,teacher age and gender. Secondly, it explores the key influencing factors of the internal structure of information technology application ability, and the external factors of teachers' personal level. Finally, from the perspective of professional development, it verified the impact of information technology application capacity on the professional development of teachers combined with empirical data, providing the empirical evidence for the development of information technology application capacity.(4) To explore the strategies and suggestions of developing application ability of teachers'information technology in D districtC-SWOT method is used to qualitatively analyze the internal advantages and disadvantages of D teachers' information technology application ability and external development opportunities and challenges, meanwhile quantitatively selecting the development strategies and make suggestions.
