In recent years, the number of people who has receiving the higher education is sharply increasing and the quantity of international exchange program is also rising year by year, which leads not only the enhancement on the type of university but also the variety of how to train the students. Acting as the core management system of higher education, the undergraduate educational management is facing the new situation to achieve the goals on promoting the quality of education as premise, to ensure talented person development as foundation, and to fulfill the society demand as target. Therefore, how to reform the undergraduate educational management becomes the focal point task for different types of university.This paper introduces the theory of the “Total Quality Management”, which comes from the economic management field, into the system of undergraduate educational management, by adopting the PDCA cycle, standardization management, customer survey and other means to analysis the methods on how to improve the quality and efficiency of management. Following this, this paper clarifies the definition on the related knowledge on undergraduate educational management which is referred, in order to support the reader understand the detailed work scope, tasks and principle of undergraduate educational management in the same context. Meanwhile, this paper introduces the full teaching life cycle of the higher education by using the two periods of learning and teaching of students. In addition, the author summarizes the current situation of educational management and the characteristic of timely, continually, rigidly, educational and synthetically, which is based on the present domestic educational management. With this characteristic, the author analysis the root cause of the issue on undergraduate educational management, such as the lack of enough attention on the management system, shortage on work identify among some educational administrators and the defective of excitation mechanism on educational management system.To better resolve the current issues on the activity of undergraduate educational management, the author selects the Tian Jin University as a example to perform the analysis. According to the innovation on teaching management, student management, teacher management and cooperation management in Tian Jin university, the author analysis several actions on how to improve the quality of education by a set of detailed cases. The aim of this analysis is to seek the new innovation and development path which fit to the Tian Jin University herself.Finally, based on the detailed issues which were generated in the in Tian Jin university and the current situation from the whole country on undergraduate educational management, the author propose the many innovative strategies, such as putting down the center of gravity on educational management, defining the flexible management institution, perfecting the governance procedure, pushing on the modernization of management methods, and many proposals are raised by author on how to strengthen the quality of personnel, move forward the innovation on institution and reform the methods on management, in order to enhance the quality and efficiency of the educational management from the country view.
