With the rapid development of Chinese society, the requirements of employers on talent cultivation are not just stayed at single operational talents, and the comprehensive quality has become the important standard for employers to evaluate talents. The updating cycle of China's science and technology is cut down again and again, and the requirements on talent cultivation are substantially improved. Under such conditions, the malpractices of just paying attention to technical practice course teaching by secondary vocational schools is more and more prominent. The status of cultural basic courses teaching of secondary vocational education schools is not entirely satisfactory, and comprehensive quality-oriented new vocational education mode faces new challenges.Taking the five basic elements included in cultural course teaching as overall vein and supported by pedagogy theories, this paper conducted questionnaire survey and comprehensive analysis on major secondary vocational schools of Tianjin City from in-service teachers, students and employers via adopting the methods of document analysis, survey research and comprehensive analysis. After conducting survey on course setting, teaching contents, teaching mode, teaching team and evaluation system, it concluded and summarized the following problems: 1. unreasonable course setting; 2. outmoded teaching contents; 3. inflexible teaching mode, and lack of flexibility in classroom management; 4. low adaptive capacity of teaching team, and overall structure urgently needs to be optimized; 5. the angle and pathway of evaluation system needs to be perfected. In addition, it put forward targeted suggestion on five aspects and detailed implementation method.Seen from research contents, firstly, it elaborated the research significance of topic, and reviewed domestic and overseas research status; it made further elaboration on research thoughts and methods, and put forward the innovation points and insufficiencies of research. Secondly, focusing on research contents, it re-defined and surveyed relevant concepts, and concretely elaborated the theoretical basis of cultural course teaching. Thirdly, it expounded on the practical experience of cultural basic courses of overseas secondary vocational education, and selected the course setting and teaching mode of Germany and America to analyze the enlightenment on Chinese secondary vocational cultural courses. The final part of this paper conducted survey, data collection and analysis on key secondary vocational schools of Tianjin City, and pointed out corresponding countermeasures and suggestions on problems existing in cultural course teaching at present.
