Though the vocational and technical education has kept developing for hundreds of years, its development has been limited and has not formed proper scale yet because of social need .the standard of educational development the guidance of governmental policy. The state of affairs have not Changed, until 1980s-1990s. As a result of the need of economic construction in our country, the vocational and technical education and so on,the kind of secondary has begun to have a large-scale development. However, the development of vocational and technical education had moved towards the Predicament by the end of 1990s,and meanwhile, the state above influenced on the development of the vocational and technical education and this made the researching standard low.To counter the problems in the researching and practical process of vocational and technical education theory, this paper clarifies, with the reality of the BAOTOU area, three contents, namely, the cause of being towards the predicament, the necessity of development and the countermeasure of being extricated from the predicament. This research topic has a certain reference value to the policy decision in the administrative department responsible for the work and the management of the secondary vocational and technical school.This paper consists of five parts. The brief contents are as follow. The First part is forward which mainly clarifies the writing background and the researching significance and purpose, along with the contents that the secondary school should have a way-out in order not to be estimated when the vocational and technical education moved towards the predicament.The second part respectively introduces the present developing state of vocational and technical education in the western developed and developing countries, together with our country through the way of document research and so on, shows the"specific system pf schools combined with enterprises in Germany,the management tactics of developing vocational and technical education in R.O. Korea,Singapore,Sichuan Province and so on in our country and also offers some experiences used for reference.The third part analyses the cause of moving towards the predicament of secondary schools in the BAOTOU area and their present problems in the process of running schools through the way of document research,investigation and statistics according to the cases of entrolment,management and funs use in the last five years in five middle schools,two higher vocational and technical colleges in the BAOTOU area.The fourth part clarifies the necessity of energetic developing secondary vocational and technical education of the present stage in our Country though the way of document research and statistics.To counter the present case of underestimating the secondary vocational and technical education it analyses the three major tasks of its own , namely, serving the economic and social development and in creasing the labour productivity, serving the solution to the problems of"agriculture, countrysides and peasants",serving making the high school education universal.The fifth part is the ending of the paper that mostly raises the countermeasure of solving the problems. It firstly introduces a series of laws and statutes guaranteeing the vocational and technical education development in our country, and meanwhile offers eleven suggestions on being extricated form the predicament in the secondary school according to the angles of obtaining government support,strengthening the co-operation with enterprisesand inner management.The new idea about this research is to analysie the present problems in the developing process of secondary vocational and technical education on the basis of the developing course of its own and to clarity the necessity of developing secondary vocational and technical education in the case of its three major tasks, and also to raise the tactics of solving these problems together with the two factors, namely, the influence of social wide environment and the inner management in there schools.
