China is urban-rural dualistic economic system, the non-balanced development of urban and rural areas result in the big difference of urban and rural schools in the hardware and software. With the development of the rural compulsory education schools' standardized construction and the propulsion of the multimedia-device-project in every class. The gap between urban school and rural school in the hardware is gradually narrowing. However, the gap between urban schools and rural schools in the software, which is between teachers, continues to expand with the economic development. In order to solve the problem of the non-balanced development of urban schools and rural schools in the short term, the government vigorously promotes the urban and rural teachers' job rotation policy. To follow the step of nation policy, A district has begun to carry out the urban and rural teachers'job rotation policy since 2004. It has been more than ten years since the policy implemented, and how is the implementation of the policy? What effect does it have? What problems does it exist? How to improve the policy? All those questions need to be discussedThrough the questionnaires, interviews and other methods, this thesis deeply discuss the implementation status and problems of urban and rural teachers'job rotation policy of A district in Hubei province from the prospective of teachers. About the implementation status, it's found that the promotion effort of the urban and rural teachers' job rotation policy in A district continues to increase, the number of rotation teachers is increased year by year, the scale of rotation teachers continues to broaden, the policy objectives is increasingly diversified and the incentives are rich. Furthermore, there are no significant difference evaluation between urban-to-rural rotational teachers and rural-to-urban rotational teachers and other teachers, the three groups of teachers agree that the teachers'job rotation policy have effect on the construction of learning organization, and they do not agree that teachers'job rotation policy have effect on the school macro level and the development of students'promotion. There is a big difference between the urban-to-rural rotational teachers and rural-to-urban rotational teachers on the evaluation of whether the teachers' job rotation policy has effect on teachers' professional development. Rural-to-urban rotational teachers believe that the policy has some effect on teachers' professional knowledge, skills and attitude. However, urban-to-rural rotational teachers hold the opposite opinion. About the issues of implementation policy, it indicates that, there are some problems existing in the implementation of the teachers'job rotation policy, which are through the process of selection, management and evaluation of rotation teachers.It indicates that, the causes of the problems of urban and rural teachers' job rotation policy can be classified as follows:high cost of teachers' job rotation, the lack of educational administrative departments'unified planning and supporting measures. Based on the study above, the author believes that the urban and rural teachers' job rotation policy in A district should make the following improvements:improve the supporting measures of teachers' job rotation policy, standardize the selection program, increase the attractiveness of the rural schools.Although urban and rural teachers' job rotation policy has made some achievements on the balance of intra-region teacher allocation, the policy can only optimize the allocation of teacher resources between urban and rural schools in the short term. To completely solve the problem of non-balanced distribution of teachers in urban and rural areas, the only way is increasing the attractiveness of rural schools.
