With the development of society,the traditional urban-rural dual structure system has become a key factor hindering the development of education.Since the 19 th National Congress of the Party,the state has paid more and more attention to the issue of educational equity.In order to promote educational equity,many regions have begun to explore a system of rotation and exchange based on teacher exchange as the core.Improve the quality of education in backward areas,especially in rural areas.Urban and rural teacher rotation exchange plays an important role in promoting the educational equity method,but with the development of the times,because of the problems of survival structure,economic level and management mode,this communication mode has gradually exposed many problems.such as organizational issues,interaction issues,school environment issues,communication mechanisms issues,etc.To solve this kind of problem,this paper takes W city of Xinjiang as a case,adopts the literature analysis method,the interview method,the questionnaire method,starting from the actual situation of the urban and rural primary and secondary school teachers' rotation exchange in W city,analyzes the present situation of the rotation system,finds out the main problems,and gives reasonable countermeasures.This paper first expounds the research background,purpose,significance and method of teacher rotation system,and classifies the existing literature on this issue,finds out the contents in line with the research direction and applies them.Secondly,the connotation of teacher rotation system and the related educational fairness theory,compulsory education balanced development theory and human capital theory are systematically explained.After that,through the way of questionnaire and interview,the teachers,ordinary teachers,school principals,education department personnel who participated in the rotation exchange were investigated to understand their views and views on the rotation exchange,and summed up the actual situation of the rotation exchange of teachers in urban and rural primary and secondary schools in W city.From the six angles of gender factor,educational background factor,age factor,length of service factor,subject factor and professional title factor,the analysis of variance is carried out to understand the problems existing in the rotation of teachers in W city at the present stage and the causes of the problems.According to the investigation,the teachers in W city are not in place in the management of teachers,the mechanism of teachers' rotation and exchange is not perfect,the resistance of excellent backbone teachers' rotation and exchange is great,and the teachers' cognition and willingness to participate in the rotation and exchange are insufficient.Factors influencing teachers' rotation and exchange in urban and rural primary and secondary schools in W city are: social environmental factors,mechanism construction factors,school environmental factors and teacher factors.Based on the results of data analysis and interview,this paper puts forward feasible countermeasures,including: creating a good educational environment and cultural atmosphere for the government and society;coordinating resources and perfecting management mechanism of education departments;setting up a platform to promote teachers' professional growth;highlighting the concept of people-oriented and improving the understanding of rotation communication.
