In the current situation, "Double type" teachers' team construction in higher vocational colleges is very important; it is a major problem of the Characteristic Development of colleges, and it is an important way to carry out major construction, teaching reform and technological work. "Double type" teachers' team construction can improve the quality of personnel training, and train more professional and technical personnel. However, the time of "Double type" teachers' team construction ranks relatively short, there are still some deficiencies in the understanding. Because vocational education and business interests is inconsistent, such as: "Double Teachers" management system implementation has difficulties, "Double Teachers" training mechanism is not perfect, "double teacher " number of teachers is insufficient, teacher job incentives is unsound, which greatly affected all the "double" level of teaching staff, which affect the quality of "Double type" teachers' team construction, thus has certain constraints to development of higher vocational education. Even though many experts from different aspects put forward opinions and suggestions to improve "Double" teachers' construction, but most of them are from one aspect to illustrate the operability, and operability is not strong, it has not relatively sound "double" teachers-building programs and initiatives.In this paper, on the basis of the advanced experience of foreign countries of "Double" teacher's construction, using human resources theory, teacher specialization theory, incentive theory, we combine with the actual situation of their own vocational colleges and relevant departments to take various measures to actively guide teachers to "double" teacher development. The first chapter is an introduction; it describes the theoretical basis of the background, significance and research. The second chapter expounds present situation and problems of Liaoning Economic Management of "Double type" teachers' team. The third chapter expounds the feasibility analysis of "Double type" teachers' team construction of Liaoning Economic Management Cadre College, and takes Quzhou College of Technology as an example, expounds the experience which is worth learning. Chapter 4 gives "double qualification" strategies for the construction of teachers in vocational colleges. After clear crux of the problem, we design a solution for the future, from reality, put forward reasonable suggestions. Finally, on the whole idea, we summarize the advantages and disadvantages of this thesis.In this paper, based on an in-depth study, with regard to the higher vocational colleges,it must do the following to build "Double type" teachers' team:First, we must improve "Double type" teachers' team training system to improve the quality of personnel training.Second, reform in vocational teachers institutional accreditation assessment mechanism, innovative teaching assessment, encourage "double" teachers' growing.Third, develop the "double" teacher incentive system. First, we should establish a sound vocational colleges "double" teacher incentives. Second, we carry out implementation of incentives to promote the "double" the teaching staff, but also strengthen the research incentive mechanism to promote the "Double" teachers' team construction.Fourth, we can not ignore the part of teachers' team construction. School-enterprise cooperation can promote part-time teachers' team construction, and establish part-time teachers incentives.
