On The Effectiveness Of The Talent Supply System Of Higher Vocational Education In Henan

Over the years, the vocational education in China has rapidly, but there are various challenges during the development process. It is hard to get the effective measures in short-term period and the future development and progress of Chinese education is the equivalent of the great progress about vocational education. It is very urgent to bring up millions of applied talents with high quality in order to meet the great need of social development. Henan Province, as a national reform test area of the vocational education, has a large population and should bravely try something new about the vocational education.According to the present state of Henan vocational education supply system, this paper explores the existing problems in the system based on the public choice theory, from the multiple perspectives, such as social recognition, training mode, professional image and so on. The problems are as follows:the complex forms of running schools, the low social recognition, the extensive idea of running a school, the different degrees of teaching staff, the unscientific talent training programme, etc. Concerning the above demerits, the factors resulting in the state are the accumulated elements in the development of Henan vocational education, the gradual expansion of establishing school and the imbalance between the social, economic development and the development of vocational education.Secondly, the paper largely analyzes the causes of this phenomenon, mainly explains the following six factors, such as educational idea, further education system, the allocation of educational expenses, teachers’ training system, professional setting, educational policies. From the philosophical point, all the factors can be classified into three categories:social economy, educational policies and the interior mechanism of school.Lastly, in order to improve the supply system of the vocational education, the author of this paper put forward a series of effective solutions in terms of the development of Henan regional economy. Furthermore, it can be improved from the next aspects, for instance, the balance mechanism between supply and demand, the resource allocation, the guarantee system and so on. The background for the causes and solutions covers the above three categories.The paper stresses on the effectiveness of the talent supply made by Henan advanced vocational education. Firstly, make a clear definition of the talent supply of vocational education; secondly, explain the present situation, put forward problems; finally, find the solutions and give my own views for the purpose of providing the theory foundation for practice.
