WeiHai Vocational College is a full-time Ordinary higher academy, which became one of the first groups of 28 national demonstrative higher occupation colleges in 2009. In order to improve external influence, WeiHai Vocational College unceasingly devoted to enlarge its education scale and students scale. However, the traditional hierarchical management mode seriously restricts the improvement of college teaching quality and teaching efficiency. Therefore, WeiHai Vocational College began to explore twin levels management mode in 2009, giving department corresponding independent power to meet the rapid change of higher vocational education. However, WeiHai Vocational College now is in its exploratory stage of twin levels management system, so the problems like how to differentiate departments' responsibility scientifically or how to develop efficient and feasible performance appraisal are still exist.The first chapter arranged the current situation of twin levels management research from domestic and international university. Then proposed the research contents, methods and thinking, depended on vocational colleges' practice and theory.The second chapter stated the necessary of WeiHai Vocational College twin levels manage reformation. To participate in the manage of twin levels for the survey of institutions to manage the current Weihai Vocational College faculty twin levels, systems management, personnel management status data analysis, found that Weihai Vocational College twin levels management model there are some difficulties and problems in the construction and management mode.Thus depth analysis and discussion of the causes is the problem.Finally, targeted to explore Weihai Vocational College faculty twin levels management strategies to reform the whole idea, to establish a scientific management mechanism, establish and improve personnel management system, Twin levels teaching management system, performance appraisal management system and adopt the establishment corresponding improvement incentives, improve management quality and capacity, strengthening vocational education building and strengthening trade union groups and supervision of restraints and a series of security measures to protect the orderly and effective for twin levels management reform.Staff participated in WeiHai Vocational College twin levels management system were research object of this research. Data analysis was used to explore the reasons of managing problems in WeiHai Vocational College, which will finally help to develop targeted guarantee measures of the exploration of twin levels management system. Therefore, this research has very important theoretical and practical significance for the improvement of work initiative and run independently ability of departments.
