The sustainable development of education is based on the collocate of human, material and financial resources. The efficiency of education resources allocation can enlarge the efficient use of education resources. The school-age population acts as the decisive factors in education resources allocation whose quantity scale, age structure, distribution structure of any element changes are likely to break the balance between supply and demand related to education resources. With the continuous decline in the birth rate in Xinjiang, the school-age population must be under constant changes which will inevitably influnce the important impact on the allocation of the basic education resources in Xinjiang.Paying attention to the changes of the present situation, trend of school-age population and the status of the basic education resources allocation, exploring the changes for basic education resources demands in the future years and the countermeasures for basic education resources allocation in school-age population changes in Xinjiang are aimed at adjusting the basic education resources allocation in Xinjiang region. To formulate and implement the future basic education resources planning is the most important allocation in Xinjiang.According to the actual needs of the research, the main use of literature and field survey. According to the Xinjiang fourth and fifth census data, the use of literature to change the state school-age population in Xinjiang in the past two decades conducted a statistical analysis; based on field research, combined with Xinjiang Statistical Yearbook of Educational Statistics Yearbook and other statistical data, use of literature and field survey methods for the specific situation in Xinjiang decade configure basic education resources empirical analysis; and on this basis, changes in the demand for changes in trends and the Elementary Education resources in 2015-2030 years of schooling of the population We predicted.Study found that school-age population in the basic education stage is reducing in 2010 compared to that in 1990, it was forecasted that the overall trend of school-age population will be in the decline from 2014 to 2030, yet the points in urban and rural areas are not the same. The elementary education resources in the allocation of manpower, financial and material resources is not timely changed according to their school-age population changes. As a result, basic education resources allocation is imbalanced in urban and rural area. The allocation of elementary education in human resources, financial resources, material resources will be adjusted according to the changing trend of school-age population in Xinjiang from 2015 to 2030 and the allocation may face both challenges and opportunities. According to the state and the trend of the school-age population changes Xinjiang education departments should make timely adjustment to the basic education resources to the corresponding both in internal and external.The number of school-age population scale, age structure, distribution structure changes will be serious impacts to the education resources allocation. The school-age population changes is the basis and starting point of the education resources allocation. Education scale will be enlarged when the wave of school-age population arrivals, as a result, the social demand for education resources will increase, which will easily cause the short supply to the education resources. Education scale will gradually narrowed after the peaks pass, which will cause supply exceeded demand. As a result, there will be education resources waste in different levels. In a word, the changes of school-age population reflects both the future changes in the education resource requirements and the supply of potential future changes. Basic education resource allocation is influnced by school-age population changes and other factors, some problems exist in the education resources allocation in manpower, financial and material resources, such as the uneven phenomenon in the urban and rural basic education resources. Therefore, the government and education departments should make timely adjustment to basic education resources allocation according to the changes of the school-age population size, aiming to achieve optimization of the allocation of resources in basic education in urban and rural.
