Researching Into The Poor Floating Population Problem, Along With The Wuhan 's Process Of Urbanization

The author carefully reads lots of research works from home and abroad, From Human capital theory, the author meticulously designs questionnaire, and personally makes a thorough investigation into the poor floating population of Wuhan City, interviews some of them, and thoroughly analyse them,and their poor problem. The author puts forward proplsals for dealing with the poor floating population of Wuhan City fundamentally.There is the present situation of the poor floating population of Wuhan City :(1)Their jobs and income are not stable. They have suffer the exclusion and discrimination from cities,and are mostly engaged in bitter, tired, dangerous,and low-wage jobs.Their educational level is not high. Because they are dissatisfied with cities and their jobs,they likes Job-hopping.For improving economic performance and cut costs to the best effect,enterprises like that their employees are constantly changing.(2)It is difficult for them to effectively safeguard the rights and interests. Their comprehensive cultural quality is not high.For safeguarding their legal rights,they lack professional knowledge and a strong sense. In addition, they have suffer the exclusion and discrimination from cities.(3)Their living environment is bad, and they are excluded from the social security system.Their living environment is very poor,including internal living environment such as they are In housing, household appliances, food and others, and external living environment, such as their home community building and property.There are some deep social reasons why the floating population of Wuhan City is poor:(1)The course of industrialization and urbanization.The two are the interdependence of growth.Before the reform and opening up,there are the slow development of industrialization and the low rate of city in China.After the reform and opening up, the process of industrialization is speeding up,but the process of city is slow,and the rate of city is far below the developed countries in the same stage of industrialization.Cities have accumulated a large number of migrant workers from history to present who have failed to translate into real citizens.(2)There is a breathtaking increase in the gap between the wealthy and poor people in Chinese cities.Because of the urban-rural dual structure, unfair competitions,the imperfection of the market mechanism and social systems and so on,Chinese Gini coefficient is about 0.5, ranked On the top of the world.The Gap between the rich and the poor in the city is mainly between the floating population and the local citizens.(3)The reason is Household Register System and that there are some deficiencies in the social security system. Household Register System is the most fundamental reason why the floating population of Wuhan City is poor. All of the unfair discrimination against peasants,such as migrant workers,is attached to Household Register System.Because of it,the social security system is divided into two unfair systems,the urban social security system and the rural social security system,so migrant workers in the city can not enjoy the treatment of urban security system that they deserve.At the end of this paper, the author offers three ways to deal with the poor floating population of Wuhan City. Wuhan mumicipal government must clear the concept of poverty, and it is the premise of solving the problem. Perfecting all kinds of systems is the root of solving the problem. They must receive the equalization of service.
