Research On Implementation Effectiveness Of School Sports Policy

Based on the theory of public policy analysis, combined with the empirical analysis, implementation effectiveness of national student physical health standard of school sports policy has been studied, which not only helps to enrich the theory system of sports policy, promote the theoretical innovation, but also helps to find and solve the problems existed in the policy implementation, and then improve the policy implementation effect, thus achieve goals of improving students' physical health level.Sports leaders and college undergraduates are taken as investigation objects in the thesis. Using the literature data, expert consulting, questionnaire survey, analytic hierarchy process, fuzzy comprehensive evaluation and mathematical statistics methods, the author carries on the theory,index and empirical study, problems and optimization path study of sports policy implementation effectiveness in colleges. And the main research results are as follows:First of all, the implementation effectiveness index evaluation system of national student physical health standard has established, which contains seven primary indexes, fifteen secondary indexes and thirty-five third class indexes. The single weight of each level index has been calculated,and the comprehensive weight of the third class indexes have been calculated and sorted.Second, make empirical study on the policy implementation effect,inspecting sports leaders and students' evaluation on implementation effectiveness of national student physical health standard concretely from the view of policy, implementation subject,implementation process,implementation effect, policy resource and environment.Once again, conduct classification and overall fuzzy comprehensive evaluation on the policy implementation effectiveness. The following is the main evaluation results: policy itself, implementation object, implementation effect and policy resource has been measured as general, while the effect of implementation subject is better. As regards the implementation process, most of the respondents suppose that the institutional framework and operation mechanism for the policy implementation was better, but deviation has been produced.The policy environment has harmful influence on policy implementation effectiveness and the overall implementation effectiveness of national student physical health standard is regarded as general.In the end, the existing problems, causes and optimal path has been discussed in the thesis. The main problems are as follows: students would disagree with policy contents, deviations have appeared in the process of execution, implementation strength is lacked, implementation effect is not significant. The causes of the problems are that policy contents lack of rationality, policy alternatives lack of stability and continuity, policy resources are in shortage, the policy environment is poor, and that diversified interests conflict with each other. Thus, optimal paths has been proposed as below: improve the policy quality, increase investment in policy resources,improve the policy environment and optimize the interests allocation to achieve the balance.
