With the advancement of new curriculum reform, the traditional teaching idea cannot meet the needs of modern teaching. And the teaching of textbooks is being replaced by the concept of the using of textbooks. The secondary development of textbooks has become a necessary trend.To understand the secondary development of textbooks among English teachers in primary school in Xiangtan, the author, under the guidance of curriculum theory and postmodern curriculum theory, launched an investigation in18 primary schools in Xiangtan through questionnaires, interviews, classroom observations to make a survey on the current situation among the front-line teachers using English textbooks, focusing on the teacher's second development consciousness, developing ability and the difficulties encountered in the developmental process and the resistance.It is found that most of the teachers agree that it is necessary for them to have textbooks developed, they have a certain understanding of the secondary development and mastered several common methods such as adjusting order, adding the material, simplifying the material. The research also shows that some teachers have capability of secondary development. However, through the survey it also finds that there are a lot of shortcomings. For example, their understanding of the secondary development of textbooks remains to be improved. Teachers macmillan disjointed phenomenon existed in teaching material view. Teachers' secondary development behavior lack the systematic and scientific property, teachers own level of knowledge need to be improved. The students' participation rate is low. Schools in urban areas are more emphasized on the importance of the secondary development of textbooks than rural areas. The authority did not consciously cultivate teachers in the secondary development of textbooks. Teachers conduct secondary development of textbooks solely based on the examinations, etc. The author analyzes the reasons for the problems carefully, and puts forward some suggestions from the perspectives of teachers, students and the external environment, which are as follows for reference: using theories to renew the teachers' idea, improving teachers' learning to promote systemic and scientific development, organizing effectiveness trainings among teachers and students to advance their abilities, strengthening cooperation among teachers to make the materials improved constantly, and improving secondary development environment with the help of policy. It is hoped that to a certain extent, the above suggestions can improve the ability of teachers' secondary development of the teaching material and these countermeasures can to a certain extent, improve the situation of the secondary development.
