Unfair education still exists between regions, cities, and schools although o ur country has made great efforts to promote the development of basic educati on. On one side, the gap is caused by school itself; on the other side, the gap is caused by unbalanced education resources allocation. However, unbalanced allocation leads to ‘Matthew effect' between different schools. High quality teac hers, students and policies are inclined to high quality schools. In contrast, bad schools are lack of everything. The issues as "school choice hot", "expensive school district rooms" are common in cities. The solutions of these problems can not do without reasonable basic education resource allocation especially in the cities. Only in this way can basic education develop better and realize equi ty. After that, people will be satisfied with basic education.Based on study of Xuzhou, we can find great differences between differen t counties by analyzing the education resource allocation problem. Much unfair ness can be found in each period of schools and in different operating conditio ns. What's more, the gap between famous schools and common schools is bigg er and bigger. The reasons are as below: Economic development still exist cert ain degree of imbalance in different district in Xuzhou. The basic education ad ministration at the county's constitution has many disadvantages. Counties are l ack of consistent basic education resource allocation target. Basic education res ource configuration needs effective regulation. Non-governmental department nee ds more management authority on basic education resource configuration. As th e result, government is the main body of basic education resource configuratio n. It has the responsibility for bettering the situations. Suggestions are necessar y for the education administrative departments: Coordinated development of eco nomy in cities can increase the investment and improve the quality of basic ed ucation resource. Governmental department should explore and create more prac tical policy to realize creative the development of basic education resource con figuration. It should strengthen supervision and reduce waste of basic education resource to improve efficiency. It should encourage non-government sector to participate in school management and innovate basic education resource allocati on system. This will be conducive to urban regional basic education resource c onfiguration and promote the nationwide allocation of education resources as well as the development of basic education.
