This study adopts literature, text analysis method, questionnaire survey method, interview method, expert evaluation method, mathematical analysis method and regards the consistency of the primary and secondary school physical education teachers' professional ability and national colleges and universities physical education curriculum setting as the research object, and extracts 76 different educational level colleges physical education professional training program as the respondent. Firstly, the thesis analyses policy text and fostering rules with different educational levels about training specifications for PE Teachers'professional ability; Secondly, researches on the history of China's physical education curriculum and the reality. Finally, being basedon above two parts of researches,by kills of evaluation on consistency curriculum with teaching object,which was producted by East China Normal University,the thesis analyses the degree of realizating on professional ability by the curriculum, aims to explore reason of our country physical education curriculum at the present stage and provid corresponding adjustment or correction schemes. The conclusions are as clear as fellows:Firstly,the policy text reflects the demand of professional competence and "primary and secondary school physical education teachers'professional competency system consistent; but, College of physical education professional training objectives, training specifications for the professional ability of expression and the demand in the practice of physical education in primary and middle schools are different, and different levels of the school education and slightly different. Secondly, from a historical point of view, I majored in physical education curriculum structure has been kept in the change; from a practical point of view, China's colleges and universities physical education curriculum setting in different type of course to the degree of attention vary, and different levels of the school education exist a certain gap. Thirdly, from East China Normal University Curriculum and teaching objectives of consistency analysis technology, the study concluded that current general physical education major set of curriculum of physical education teachers in primary and secondary schools in eight professional ability average degree of realization is the middle; the professional competence in a a or several courses of maximum realization degree coefficient are in high level; practical courses and technical coenses for the prolessional ability of the contribution of the index is generally higher than the subjects. On the basis of the above analysis, and ultimately the formation can be popularized and used in the university sports education special course setting scheme optimization.
