Research On Evaluating The Development Of Higher Education Modernization In Shannxi

The state's medium and long-term planning framework for education reform and development (2010-2020) implies that China will realise education modernization in 2020 and become the strong human resources country. Becoming an education modernization country needs all parts of the country and all kinds of eduction develop greatly. Higher eduction plays an important part in education system.So far,OECD and many developed places in China established evaluation index systems,Although Shannxi is a big higher education province,Shannxi is in the west of China,the econimic and social modernization are relatively in the low level.In order to grasp the level of the higher education. It is not proper to use other evaluation index to evaluate Shannxi. So it is important to establish an evaluation index which is appropriate for Shannxi.On the basis of the understanding of the meaning of higher education modernization, and combining other reasearches of higher education evaluation index system. The writer established an evaluation index system to evaluate Shannxi higher education. Using the evaluation index system to analyse modernization of higher education in Shannxi from 2004 to 2013.Comparing Shannxi with all country,Shanghai and Beijing.The results of the research point out the elements which cripple the development of the higher edcation modernization in Shannxi,such as the structure of the higer education;the budget public finance education of higher education;high-lever teaching staff;eduction inform and the ability to serve country.Analysing that The growth rate of per capita budgetary expenditure on education is not high;network construction is uneven;education concept is relatively backward;education structure is not reasonable;the level of teaching staff in Colleges and universities needs to be improved;university Infrastructure carrying capacity is too low;the per capita disposable income of city dwellers is not high. Throughing the analysis,more money should be given to improve higher eduation;srengthen the openness of the education and optimizing the structure of higher educationto improve the progress of higher education modernization...
