With the rapid progress of urbanization,the phenomenon of spatial difference of urban population is increasingly prominent,which excessive agglomeration population results in some big cities overload,while a number of small and medium-sized cities are difficult to gather population which restrains economic development potential,and affects the cities themselves and overall regional coordinated development.In order to solve this problem,we need to grasp the dynamic mechanism and influencing factors of urban population agglutination.There are many literatures that examine the factors that affect urban population agglomeration from the perspective of market mechanisms,but the role of government tends to affect population agglomeration more than market factors,especially for Chinese cities in transition.Therefore,this paper focuses on the internal mechanism of urban population agglomeration from the perspective of government behavior,discusses the mechanism and influence effect of key government behavior in urban population agglomeration,so as to provide corresponding policy suggestions to alleviate the problem of urban development and regional coordination for sustainable development.In the theoretical analysis,this paper analyzes the domestic and foreign relevant literature,and defines the core concepts,explores the general factors affecting the urban population agglomeration.And combined with the reality of China,from the three aspects of household registration,administrative levels and public goods supply to explore the role of government behavior on urban agglomeration mechanism and put forward the research hypothesis.Then this paper makes a descriptive analysis of the population agglomeration and the development of government behavior in Beijing,Tianjin and Hebei.In the empirical analysis,this paper builds a dynamic spatial panel model for empirical analysis and finds out the results that administrative level has a significant positive effect on urban agglomeration,but this arrangement is not conducive to the coordinated development of the region;The level of public goods supply has a significant positive impact on urban agglomeration,indicating that public goods supply is an important means for the government to promote urban agglomeration;but the effect is not obvious that the government tried to regulate the Beijing-Tianjin-Hebei urban population through household registration control;in addition,the level of economic development,industrial structure and wage level have a significant positive impact on urban population concentration,but the impact of government administrative power is significantly greater than the effect of economic power on urban population agglomeration.The urban agglomeration activities of Beijing-Tianjin-Hebei cities show regional synergies between geographically adjacent cities,and regional competition among economically adjacent cities,and this competition has a lagging effect.Finally,based on the previous research,the paper provides appropriate policy recommendations to alleviate the polarization of urban development,with a view to promoting urban development and regional coordination and sustainable development.
