Research On The Current Situation And Countermeasures Of Patent Transformation Of Universities In Shaanxi Province

Economic development is supported by technology,universities is the main promoter of technological development,the technological development can not only stay in theory,technology can only be used effectively as a productive force.according to the survey data,the number of patent applications in universities is on the rise,but the conversion rate is on the decline.Shaanxi province has strong strength in science,technology,human resources and so on,universities are important forces for the development of intellectual property rights in Shaanxi province.As of 2015,shaanxi province has a total of 116 universities,of which there are 63 universities with patent activities(12 more than in 2014),accounting for the province’s total number of universities by54.3%;total authorized patents accounted for 24.7% of the total authorized patents in all province.Obviously,universities have become one of the most dynamic social innovation forces in Shaanxi province.Compared with the rapid development of the number of patent applications and authorized patents,the degree of patent conversion is eclipsed,failed to play its role,a large number of patents have been shelved,low patent conversion rate has become one of the core issues restricting the development of Shaanxi province science and technology.How to make good use of their own innovative advantages,how to extend the existing patent technology to the real productivity,it’s an urgent problem.It is not only an important task for universities to improve the conversion rate of patent technology,but also the requirement of China’s development strategy.How to use the technology resources to complete the industrial transfer and obtain overall efficiency,patented as the representative of the construction and management of intellectual property has become the focus of attention.In this paper,on the basis of domestic and international research,and the universities in Shaanxi Province as the research object.First of all,use largeamounts of data to analyze the research funding and human resources of Shaanxi province.from application to authorized patents relying on the data for detailed analysis,including the comparison of the total amount of the application and the total amount of the authorized patents in Shaanxi Province,and the statistical analysis of the three types of patents,such as invention,utility model and design in Shaanxi province.At the same time,we choose the representative ten universities,ten provinces including Shaanxi Province,made a concrete analysis for the application number of the authority and transformation,and put forward the problems according to the current development,with the analysis of the causes of the problem.Secondly,through reading and collecting a large number of documents,find out the factors that affect the transformation of the patent in Shaanxi Province,and build the evaluation system of patent transformation in Shaanxi province’s universities.Mainly to build five first-level indicators and 22 secondary indicators,use analytic hierarchy process,through the MATLAB software to give weight to the various indicators.Then,on the basis of the establishment of the evaluation index system,using the fuzzy comprehensive evaluation method,evaluates the present situation of the patent transformation in Shaanxi province.Finally,combined with the existing problems and the evaluation results,puts forward the countermeasures of promoting the transformation of university patent in Shaanxi province.
