The evaluation of the executive ability of education policy of county-level government is of great importance and necessary.The execution of education policy is the key part of policy target's transition to reality,and the result of policy implementation is deeply influenced by its executive ability.This research can not only complete the policy theory,but also improve governments' efficiency and promote the development of education.The evaluation index system of the executive ability of education policy of county-level government is built based on the purpose of improving the executive force,and is taking relative knowledge of public policy?enterprise policy and employee performance assessment for reference.The research preliminary designs three second-level evaluation indexes which are executive capacity,implementation strength and executive validity,third-level indexes are built based on the second-level indexes.After that the weight of the indexes is calculated,the reliability and validity of indexes are tested.At last,the research analyzes specifically the evaluation procedure by taking a county for example.This article is going to research systematically the evaluation of the executive ability of education policy of county-level government in the bellowing five parts.Introduction: This part generally states the background,meaning,purpose,and content of this research.Then literature review and summarize correlational research of executive ability of policy and the evaluation of executive ability from both native and foreign experts,at the same time present the research thought and method.Second Part: Analyze the correlational concept of county-level government,the executive ability of education policy,the evaluation of executive ability of education policy and evaluation index in detail.Besides,states clearly the evaluation subjects and theory foundation of this research.Third Part: This part is the key and difficult points of the research,in this part thePrinciples and value orientation of setting indexes,the design of indexes,the weight of indexes,and the testing of the reliability and validity of indexes are discussed systematically.Fourth Part: This part explains the executive procedure of the evaluation of executive ability of education policy of county-level government,which is complementary and dynamic,includes planning,operating and feedback.Then taking X district of Jiaozuo City for example to evaluate the executive ability of the nearby enrollment policy.Conclusion: Summarize the key and difficult point,state the innovation point,and self-reflect the shortcomings.
