Research On The Evaluation System Of Scientific Development Quality In Agricultural Universities

With the introduction of "Overall plan to promote the world first-class university and the construction of first class discipline",the new form of education and reform policy put forward higher requirements for higher education.As an important part of China's higher education system,it is very important for agricultural universities to improve the quality of scientific development.The quality evaluation of scientific development in Institutions of higher learning is an important way to improve the quality of education and promote the coordinated development of higher education.It is also a strong guarantee for the scientific development of higher education.At present,the representative quality evaluation system of higher education institutions in China reflects not only the generality of the development of institutions of higher learning,but also the particularity of each evaluation system,and is widely recognized by the society.But for the institutions with industry characteristics,the evaluation fails to fully reflect the characteristics of industry colleges and universities,and more reflect the commonness of institutions of higher learning.Therefore,it is particularly important for higher agricultural universities how to establish an evaluation system suitable for the scientific development to fully reflect the development characteristics of themselves.This research is based on the concept of scientific development,development quality and quality evaluation,the theory of total quality management,new public management and sustainable development,comprehensive use literature research,comparative research,analytic hierarchy process and fuzzy comprehensive evaluation method.First,there is a comparative study on evaluation system of universities' index,weights and methods from Wu Shulian research group,Chinese Alumni Association,Wuhan University,Network Information Technology Co.Ltd.Secondly,this paper discusses the design principles of the quality evaluation index of scientific development in agricultural universities,revise,supplement and learn from authority index,constructing the evaluation index system of scientific development quality in agricultural universities,define the data sources and criteria of the index,use fuzzy comprehensive evaluation method as evaluation method,and then determine their weights.Finally,this study evaluates the quality of the scientific development of 15 agricultural universities in China.Testing the scientific and rational of the evaluation system from the empirical perspective and then puts forward some suggestions for the quality evaluation of the scientific development of agricultural universities.The possible innovation of this study lies in two aspects:First,the innovation of the evaluation index system of scientific development quality in agricultural universities.The evaluation index system of scientific development quality in agricultural universities is more concerned about the evaluation of the social service ability of agricultural universities.Second,the selection of evaluation methods,the fuzzy comprehensive evaluation method is applied to the evaluation of the quality of scientific development in agricultural universities.
