Study On The Evaluation System Of Quality Management For Scientific Researches On Universities Of Tibet Region

The scientific research in colleges and universities is an important part of national knowledge innovation system, but the evaluation standard of scientific research management department in colleges and universities usually focuses on the number of projects and the amount of funding. Thus some research institutes and researchers pay more attention on them than on quality management of the projects. This is particularly true in the colleges and universities in Tibet. Because University of Tibet is located in Tibet plateau, most of teachers and managers lag behind other universities in China at the level of scientific research and quality management of projects, which unable to serve Tibet’s economic and social development efficiently. Consequently, their status and effect in national innovation system is far from being well-known due to the lack of scientific research projects with high quality, and the difficulty for achievements to be applied.Based on evaluation of the present projects from universities of Tibet, affecting factors of research level of projects are investigated, including performance of personnel, projects, resources and achievements during the main stages of application, implementation, completion and defensing. Thus a set of quality management and evaluation system are established for the research projects in universities of Tibet. Four results are found as follows.(1) It is necessary and feasible for universities of Tibet to apply the modern management theories and practices to manage and monitor research projects in Tibet region according to the analysis and comparison of present conditions of project management.(2) Analysis and discussion are made for humanistic and social projects at the University of Tibet which is used as an example of universities of Tibet. An evaluation system is established based on investigation and consultation of primary investigators, managers and participators of the projects.(3) A case study is conducted using the established evaluation system to evaluate a present humanistic and social project at University of Tibet. Thus, the result indicates that the evaluation system is feasible and practicable for the universities of Tibet.(4) According to analysis of main affecting factors of research level of humanistic and social projects, some strategies and suggestions are provided based on capacity building of human resource management, monitoring of research processes of the projects and communication between researchers and managers.
