In recent years, the issue on the quality of scientific research in colleges and universities has become a hot topic in the field of higher education in China. The frequent bursts of "academic corruption","academic plagiarism","academic fraud" and other scandals continuously stimulate people’s nerves; at the same time, many of the scientific research achievements are faced with a lack of originality, a low conversion rate of scientific research achievements and other issues. Due to the almost endless sounds of criticism in the current quality of scientific research in colleges and universities, people seem to have already lost confidences in the quality of scientific research in colleges and universities.The issue on the quality of scientific research in colleges and universities has become the focus concerned by the society, and the evaluation of scientific research is expected to be reformed so as to enhance its quality. It is a universal value orientation for various countries in the world to conduct the evaluation of scientific research so as to ensure the quality of scientific research in colleges and universities, which is also the inevitable requirement to promote the harmonious development of scientific research in Chinese colleges and universities. However, the existing evaluation in stitution has not significantly improved and promoted the quality of scientific research in colleges and universities. This is not only caused by the presence of inappropriate factors in the evaluation institution, system and methods of the quality of scientific research in colleges and universities, but more due to some deviations existed in its value orientation.Firstly, the study on value orientation for evaluation of the quality of scientific research in colleges and universities is conducive to determine the purpose of scientific research in colleges and universities. Whether the scientific research is mainly in the free exploration of "pursuit of leisurely curiosity" or the social demand of "promoting scientific and technological progress and social development"? Whether the scientific research in colleges and universities is mainly in the basic research or more emphasized on the applied research on earth? The study on value orientation for evaluation criteria of the quality of scientific research in colleges and universities is conducive to recognize the most basic and essential motivation and purpose of scientific research. Secondly, the study on value orientation for evaluation of the quality of scientific research in colleges and universities is conducive to enrich and improve the field of research for evaluation of the quality of scientific research in colleges and universities. It plays an important role in enriching and improving the field of research for evaluation of the quality of scientific research in colleges and universities analyzing the value orientation for evaluation of the quality of scientific research in colleges and universities from the perspective of value philosophy, and analyzing the reasons of deviations in value orientation for evaluation of the quality of scientific research in colleges and universities from epistemology and social history, thus improving the research status of valuing facts and lighting values in the study on evaluation of the quality of scientific research in colleges and universities. Finally, the study on value orientation for evaluation of the quality of scientific research in colleges and universities is conducive to play a guiding role in the practices for evaluation of scientific research in colleges and universities. The development of evaluation of the quality of scientific research in colleges and universities is inseparable with the proper guidance and constraint of the value orientation. With scientific and technical innovation as the starting point and foothold, the contingent value orientation is reconstructed for evaluation of the quality of scientific research in colleges and universities. Under the guidance of contingent value orientation, the positive effects of evaluation of the quality of scientific research in colleges and universities are further enhanced, thus further improving the quality of Chinese scientific research in colleges and universities. Therefore, the study on value orientation for evaluation of the quality of scientific research in colleges and universities has a great theoretical value and practical significance.This study is supported by the National Social Science Fund Project "Study on Evaluation Criteria of the Quality of Scientific Research in Colleges and Universities". The present study intends to analyze and summarize the current evaluation status and value orientation of the quality of scientific research in colleges and universities, try to reflect the reasons of deviations in value orientation for evaluation of the quality of scientific research in colleges and universities from epistemology, socio-economic and historical points of view, explore the contingent value orientation for evaluation of the quality of scientific research in colleges and universities, and try to provide a reconstructing pathway of value orientation for evaluation of the quality of scientific research in colleges and universities. To overcome the tendency of simplification, abstraction and hollowness of value orientation for evaluation of the quality of scientific research in colleges and universities, the following questions are mainly researched.(1) What are the characteristics of value orientation for evaluation of the quality of scientific research in colleges and universities? Why do we need value orientation to guide the evaluation of the quality of scientific research in colleges and universities?(2) What about the current status in evaluation of the quality of scientific research in colleges and universities? What are the deviations for value orientation? What are the reasons causing the deviations?(3) What are the principles for construction of contingent value orientation? What is the value orientation for evaluation of the quality of scientific research in colleges and universities? How to reconstruct the value orientation for evaluation of the quality of scientific research in colleges and universities?This study starts with the basic concepts of defined value, value orientation, evaluation and evaluation criteria and further raises the core concept of value orientation for evaluation of the quality of scientific research in colleges and universities. The value orientation for evaluation of the quality of scientific research in colleges and universities is considered to mean the generated dominant value in the process of understanding and practices in the subjects of evaluation for the quality of scientific research in colleges and universities. It is not only the orientation taken by subjects for evaluation criteria, but also the orientation taken by subjects for the evaluation behaviors of the quality of scientific research in colleges and universities. With this as a logical starting point, the characteristics of value orientation for evaluation of the quality of scientific research in colleges and universities are summarized as ideal-type, oriented, regularity and purposiveness. The evaluation of the quality of scientific research in colleges and universities is inseparable with the choice of value orientation.The current status and issues in the evaluation of the quality of scientific research in colleges and universities are analyzed and summarized. Based on the analysis of the current status in the evaluation of the quality of scientific research in colleges and universities, the following problems are considered to be present in the evaluation of the quality of scientific research in colleges and universities.(1) The evaluation purposes are various and mainly in utilitarianism.(2) The evaluation organizations are numerous, too much and too complicated.(3) The evaluation system is system-missing and over generalized.(4) The evaluation criteria value the quantity and light the quality, with different criteria.(5) The evaluation methods are excessive in quantitation and anomie in qualitation. Subsequently, the implied value behind the issues is analyzed. It is considered that there are many reasons causing issues on evaluation of the quality of scientific research in colleges and universities, but the fundamental reason lies in the deviation of value orientation, which is mainly manifested as the emphasis on instrumental value, prevalent utilitarianism, weakened social value, imbalance between science and technology and the lack of educational value. Finally, from the perspective of value philosophy and sociology, it is considered that the occurrence of deviation in value orientation for evaluation of the quality of scientific research in colleges and universities is due to improper positioning, incomplete understanding, and social and historical reasons for evaluation of the quality of scientific research in colleges and universities.Based on the analysis of deviations and reasons of value orientation for evaluation of the quality of scientific research in colleges and universities, the contingent value orientation for evaluation of the quality of scientific research in colleges and universities is reconstructed. The contingent value orientation for evaluation of the quality of scientific research in colleges and universities hold play an active role in guiding the evaluation of the quality of scientific research in colleges and universities. This study suggests that construction of value orientation should adhere to four unities, including the unity between objective value and instrumental value, the unity between social value and personal values, the unity between the own discipline of scientific research in colleges and universities and social needs, and the unity between scientific research and talent cultivation. Following above principles, the contingent value orientation for evaluation of the quality of scientific research in colleges and universities is proposed, including (1) discovery of knowledge and explosion of unknown;(2) technological innovation and serving to the society;(3) promotion of teaching and talent cultivation;(4) self-reflection and fulfillment of the mission.Finally, to achieve the contingent value orientation for evaluation of the quality of scientific research in colleges and universities, this study proposes the following four pathways.(1) Recognizing the nature and grasping the discipline. Based on recognizing the nature and functions of value orientation for evaluation of scientific research in colleges and universities and grasping the characteristics and disciplines of scientific research in colleges and universities, we should raise awareness, change concepts, and select scientific and rational value orientation targeting for the existing issues and misconceptions in the evaluation of value orientation.(2) Focusing on innovation and grasping the key points. There are many problems on the connotations of value orientation to be adjusted in the evaluation of the quality of scientific research in colleges and universities, as well as many issues to be solved. Therefore, we can only grasp the key points. Innovation is the most important thing, and also the starting point and foothold of scientific research and establishment of scientific and reasonable value orientation for evaluation of scientific research.(3) Quality first with concerted efforts. Adhering to the quality orientation for evaluation of the quality of scientific research in colleges and universities and government’s macroscopic regulation and control of the quality are the institutional basis in realization of the contingent value orientation. Multiple social quality supervisions are the external support in realization of the contingent value orientation. The total quality control in colleges and universities is the internal support in realization of the contingent value orientation. The quality improvement for researchers provides a carrier for realization of the contingent value orientation.(4) Classification and selection with the coexistence of diversity. In the case of pursuit of innovation and assurance of unchanged quality, there are different choices of value orientation according to different types of scientific research.
