In July 2010,the State Council promulgated the "The Medium and long-term Outline of National Educational Reform and Development Plan(2010-2020)".It clearly proposed to establish a high-quality teachers group by 2020,as well as to build a regular registration system of teacher qualification.In 2010,Zhejiang Province and Hubei Province are the first to start the pilot program of the new mechanism for the management of Primary and Secondary School Teachers' Qualification for teachers.On the basis of summing up the experience,the new mechanism was fully implemented in 2016,which reflected the resolution of the country to exercise strict control on the entrance of being a teacher as well as to further improve and clarify the standards of teacher 's qualification.This paper reviews the contents of the management mechanism of traditional primary and secondary school teachers and analyzes the causes of the new management mechanism.With the perspective of reform and innovation to be examined,it has also analyzed the core content and effects of the new teacher qualification management mechanism in primary and secondary schools.At the same time,the paper has reviewed and summarized the experience of the reform of the teacher qualification system in China,and has referred to the measures and achievements in foreign countries,which all help to forecast the development of the system direction in China.Researches have shown that aging mechanism,social development and education requirements result in the change of a new mechanism and its main content in the aspect of selection,training,evaluation mechanism and so on.This mechanism will gradually promote teachers'professional development in the primary and secondary schools,stimulate the motivation for teachers and improve the management mechanism of primary and secondary school teachers' titles.For the smooth implementation of the new mechanism for primary and secondary school teacher qualification management,regular registration mechanism that pays attention to both the process and result as well as the normalized operation of the mechanism will be the requirements in the implementation of the new management mechanism for primary and secondary school teachers' qualification.We can predict the trend of the new system in the future will include the increasing professional standards,so that the teacher qualification test can be provided for the whole society,reflecting the opening of vocational access to teachers.Regular registration management mechanism promotes the innovation of the management and evaluation mechanism to the teachers in service,the strengthening of teachers' ability and lifelong learning as well as the improvement of the incentive mechanism for teachers' development.The professional development and the teachers' vision will be integrated closely so as to wake up the asleep giant--the teachers.
