The Relationship Between Industrial Transformation And Upgrading And The Structure Of Vocational And Technical Education In Shanxi Province

In recent years,as a typical resource-based economic region,Shanxi Province where the industrial pattern dominated by coal industry has existed for a long time and the structural contradiction of economy is prominent,is facing the major issue of cracking “resource-based economy dilemma”.In 2016,the industrial transformation and upgrading was listed as one of the main strategic task by Shanxi Province in the “13th Five-Year”planning.To accelerate industrial upgrading,we urgently need to accelerate the training of high skilled talents.And the reasonable structure of vocational and technical education can provide effective talent supply for sustained economic growth.Therefore,it has great significance for the optimization of vocational and technical education in Shanxi and promoting the adjustment of industrial structure in Shanxi.The development status of the industrial upgrading and vocational and technical education in Shanxi Province is the foundation of the research.Industry life cycle theory,industrial structure evolution theory,human capital theory and endogenous economic growth theory are the theoretical basis of the article.This thesis adopts time series analysis to analyze the relationship between the industrial upgrading and the structure of vocational and technical education in Shanxi.The paper analyzes the existing problems in the structure of vocational and technical education in Shanxi and provides countermeasures and suggestions to optimize the structure of Shanxi vocational and technical education.The main conclusions are as follows:1.The industrial structure of Shanxi Province is mainly characterized in: In terms of the structure of output value,the third industry accounted for the largest proportion,the proportion of the primary industry is the smallest,and the proportion of the second industry is between them.The output value structure has been changed from “231”to“321”;In terms of employment structure,the transfer of the first industry labor force to the third industry is accelerating and the ability of the third industry to absorb employment is significantly enhanced;In terms of resource allocation structure,capital elements are inclined to the primary industry and the third industry.2.The present situation of vocational and technical education in Shanxi province are: The scale of secondary vocational education is shrinking and the scale of higher vocational education is developing slowly;The third industry majors have the largest proportion,the proportion of the first industry is the smallest,and the proportion of the second industry majors is somewhere between the two;Teachers with the title of primary and intermediate accounted for a larger proportion and teachers with the title of senior are in small proportion.3.After the empirical research,we can see that the proportion of secondary vocational education,the index of the structure of teachers and the index of specialty structure in secondary vocational education have a positive influence on the indicators of industrial transformation and upgrading.In the short term,the influence is also positive.But as time goes on,this effect will decline slowly,and the effect will be unstable.There is a certain causal relationship between the industrial transformation and upgrading and vocational education,but this relationship is one-way.4.There are some problems in the structure of Shanxi vocational and technical education,such as the mismatch between the hierarchical structure of vocational and technical education and the demand structure of labor force,the mismatch between the specialty structure and industrial structure,the unreasonable structure of teachers and so on.In order to meet the needs of industrial transformation and upgrading,we should attach importance to and improve the status of vocational and technical education,and we should optimize the structure of vocational and technical education through rational allocation of the hierarchical structure of vocational and technical education,constantly improving the rationality of specialty structure and improving the structure of teachers.
