At present,China is in the historical stage of shifting from a large country of human resources to a powerful country of human resources,which is based on the comprehensive system of human resources quality,that is,the improvement of the level of culture and vocational skills.In the process of upgrading China's industrial structure,high-end manufacturing and emerging service industries have raised rapidly,which has put forward new requirements for the cultivation of skilled talents and has become an important issue in the reform of education.Vocational and technical education in western countries has made great progress,however,the educational development environment in China is quite different from that in western countries.Therefore,based on the current situation of education development in China,we should pay sufficient attention to vocational and technical education and give full play to its role in promoting the upgrading of industrial structure.At present,most of the researches focus on secondary vocational and technical education and higher vocational and technical education.However,with the development of education,vocational and technical education includes not only secondary and higher vocational education,but also technical training.The latter includes various skills training and on-the-job training.This thesis introduces technical training,and empirically covers a broader vocational and technical education in the industrial structure upgrade.The main research contents of this paper are as follows:The characteristics of China's industrial structure are:in terms of output value,the tertiary industry accounts for the largest proportion,the second industry takes the second place,and the primary industry has the smallest proportion.The output value structure has been converted from "two three ones" to "three two ones".In the industrial transformation,the manufacturing industry and the tertiary industry are in urgent need of upgrading.The status of China's vocational and technical education development is that the scale of secondary vocational and technical education is shrinking,and the development of higher vocational and technical education is slow,which is not enough to support the upgrading of industrial structure.This thesis incorporates vocational and technical education and industrial structure upgrading into a unified analytical framework.First of all,specific to the manufacturing industry,the gray correlation analysis method is used to show that there is a close relationship between the skilled talents and the added value of the manufacturing industry.Secondly,in terms of the number of graduates of vocational and technical education,trained technicians and people obtaining certificates,the investment of education funds,and the representative indicators of comprehensive industrial structure,the data from 2004-2016 are taken as the research object.This thesis makes an empirical analysis on the contribution of vocational and technical education to the upgrading of industrial structure in China by using factor analysis method.Hopefully,it can provide countermeasures and suggestions for optimizing the structure of vocational and technical education in China,and references for the formulation of vocational and technical education reform policies,making some contribution to the current industrial structure upgrade.At the time of industrial transformation,the role of vocational and technical education should be fully utilized.In order to meet the needs of industrial transformation and upgrading,we should attach importance to improve the status of vocational and technical education,and increase the strength of skills training.The structure of vocational and technical education should be optimized through reasonable allocation of the hierarchy of vocational and technical education,continuous improvement of the rationality of professional structure,and increased investment in education.Medium or higher vocational and technical education has obvious practical significance for the development of the three major industries and the optimization of their structure.The current construction of a strong country and a comprehensive well-off society cannot be separated from the promotion of higher vocational and technical education for the manufacture of a strong country.Do not open secondary vocational and technical education to improve the quality of the workforce.There are differences and diversifications in the development of human resources.General education cannot be completely solved.It must be combined with vocational and technical education to form a new system of modern education with balanced development.At present,it is a critical period for China's economy transformation,during which the labor market is facing the uncertainty brought about by the upgrading of industrial structure.According to the theory of human capital,vocational and technical education cultivates specialized human capital.What is more,in practice,it focuses on the cultivation of skills necessary for a certain occupation.Therefore,compared with general education,vocational and technical education improves the matching of graduates to specific occupations or positions.Based on this,we should improve the level of vocational and technical education according to the characteristics of China's education development,and cultivate high-skilled talents that are suitable for industrial optimization,and contribute to the upgrading of industrial structure.
