With the rapid development of vocational education,the enrollment scale expands continually,but the proportion of the number of the existing teachers is far lower than the number of students.Schools' development requires a large number of staff,but the current number is lower than the requirement for the development of the schools,which is unable to fulfill the massive human resources' demand for high vocational colleges.However,the employment of supernumerary staff meets the growing needs of the vocational colleges on a large extent and gradually becomes important method to handle the difficulty of employment for vocational colleges.For the current vocational colleges in China,a lot of problems still exist for the management of the teachers' career development,and the attention on supernumerary staff which are regarded as marginalized group in vocational colleges is much less.Career development and management play very important roles on vocational colleges' human resources and career development for supernumerary staff,and the vocational colleges,which are also indispensable carriers for supernumerary staffs career development,develop along with the career development for supernumerary staff.This article is chosen by the author's working practice.On the basis of field surveys on the Chengdu Institute of N for supernumerary staff's career development management and by data analysis on the advantages and disadvantages,such as outdated career development management concept,lack of dynamic management,insufficient internal job flow,etc.,of management at present,specific countermeasures and suggestions and policy support,such as the formulation principles,management details etc.of the career development for supernumerary staff,are issued aiming at the existing problems.Advanced career management philosophy of public sector is immerged into the vocational colleges' human resources management system for supernumerary staff in this article.By organizing effective activities for career management,establishing the platform for the career development of supernumerary staff and creating fine career development environment for supernumerary staff,the initiative of the supernumerary staff will be developed and their talent will be fully discovered,and their professional skill will be arose on the maximum extent,which will match the development of supernumerary staff and colleges,and also promote the persistent development of vocational colleges and career development of the supernumerary staff.
