The education is the foundation for the development of the national long-term plan;the teachers are the foundation for the development of the education. Free normal education policy reveals the countries in the field of basic education and teacher education development seriously that countries pay close attention to the field of basic education and teacher education development. It is beneficial to attract the talent, and promotes the development of teacher education. What’s more, the policy is an effective way to cultivate outstanding educator, making its long-term commitment to the rural education career gradually and solving the problem about the shortage of teacher resources in the Midwest. During the past seven years, free normal education policy original intention was good, but the effect was not better. After investigation it was found that over the past few years six affiliated colleges produced a total of 54000 free normal students, but the survey about being back to origin of students suggested that none of the free normal students in the eastern and western region of 16 provinces was willing to primary and secondary schools to teach at below the county level. After graduation students’ will for teachers’ career choice is not strong. There are rare students to teach in the countryside. More students prefer to pay university’s fees and penalty to break the contract. They don’t want to go to teach in the countryside. Originally, the free normal education policy is to solve the problems that the poor children have no money to enter a college. Originally, making free normal education policy is to solve the problems of teachers in the rural basic education. In fact, free normal students from six affiliated colleges and universities don’t go to the countryside for teaching, so how does free normal education policy go on? Many scholars put forward the free normal education policy is adopted in place. That is regarded as a good idea.Free normal education policy in place, is more advantageous to realize the original goal of free normal education policy. First of all, compared with subordinate’s normal university, more poor students gather in the local colleges and universities. According to the survey from "higher education fair problem" group: At present, the most rural students and poor students of colleges and universities gathered in the local colleges and universities. So it’s more beneficial to carry out the policy of the free normal education in the local colleges and universities to solve the problem that some children are too poor to go to college. Second, compared with normal school affiliated, free normal tend to teach in the countryside. According to a survey, elementary education teachers in our countryside, besides the people who have turned into public teachers, are mostly from regional secondary normal school, municipal higher pedagogical colleges and universities, universities’ teacher profession, etc. Due to the reasons such as geographic location and economic conditions of the local colleges and universities, the students are mainly from their own provinces and cities; Professional setting of local colleges and universities is accordance with rural basic education; The expectation of employment is relatively low for those students from local colleges and universities. Therefore, the implementation of free normal education policy is more advantageous for the construction of our country countryside elementary education teachers. Finally, it’s significant to adopt implementation of free normal education policy to promote the balanced development of the education quality and the harmonious development of education fairness.This research mainly includes literature and interview method. Literature is an important theory support for the research, By retrieving CNKI database "series " the knowledge resource pool, finding relevant journal articles and outstanding Ph.D. thesis and reading books, the research generalizes the free normal policy implementation. Chinese scholars mainly focus on four aspects: the study of free normal education policy implementation in text education policy, education policy implementation process, education policy implementation results and comments on the education policy. Textual research about policy mainly consists of two aspects : background and policy text content; For the policy implementation process research, learners mainly focus on the problem of execution by the game theory research; For policy implementation results of the research, learners mainly analyze the expected benefits, and employment results esteemed three aspects; For the value of education policy studies, scholars, from the perspective of fairness, think that the policy of free normal education is fair, but sometimes it is unfair. Interview method is where the main source of free normal education policy implementation is. Through interviewing the free normal and relevant personnel, we can further find the local free normal’ s cognition and attitude toward free normal education policy, and know about the actual situation of local free normal education policy in the admissions section, cultivate links and employment links. The implementation of free normal education policy in place involves manpower and material resources, financial resources, and environmental factors, such as a detailed communication, which provides a detail fact for this study.In a view of the present study of free normal education policy and policy implementation, on the basis of theoretical model, the research attempts from the perspective of education policy implementation. First of all, set up the content framework of this study. policy characteristics, the standardization of the policy itself and the. The research introduces recruitment, training, employment aspects of the implementation from three dimensions of local free normal education policies: policy characteristics, the standardization of the policy itself and the non-policy variables. Secondly, the research analyzes the local characteristics of free normal education policy from the nature of policy issues, the target group and related interest groups. Then, the research analyzes the standardization of the policy itself from two aspects: the legitimacy of the education policy and clarity of local free normal education. After the dispute on policy variables analysis, the local free normal education policy implementation of the policy variables are analyzed from the implementation of education policy resources, actuators and execution environment three sides. Finally, based on the summary of local free normal education policy implementation, the enrollment plan should be reasonable.
