Research On Housing Security Issue Of New Citizen From The Perspective Of Appropriate Universal Welfare

Since the reform and opening policy,with the industr ialization and urbanization rapidly developed,an increasi ng number of people from rural area flock to the city,and gradually form ed as “new citizens” including m igrant workers and college graduates etc.They bring vitality to the city's economic development while they are in face of m any problems to solve,Housi ng is one of th e important issue for n ew citizens in urban life.For a long tim e,due to the urban and rural dualistic social management system and unreasonable housing s ecurity policy,a considerable part of the rural migrants are not able to enjoy the city's housing security,so that they are in face of severe housing pressure such as the high rents and the rough living conditions.These are not only restricts the im provement of their life quality,but also to a lar ge extent restricted their integration into the city and it does harm to the developm ent of urbanization.Although in recent years with th e continuous improvement of the national housing security policy to alleviate the problem,but the actual situation,the plight is still the re.So in order to s olve the housing problem of new citizens,it is necessary to further improve the housing security policy.With the background of "people-oriented" new urbanization development strategy,with the perspective of appropriate universal welfare,this paper reviewed the domestic and foreign studies about appropriate unive rsal welfare and housing security.Take Zhengzhou as an exam ple and made analysis based on the survey on new citizens' current housing state,needs of housing and current state of housing security welfare to analyze the problem of cu rrent housing security policy and m ake suggestions on solving the problems.Therefore,to solve the housing problem of new citizens,the housing policy should be unive rsalized by modifying the current policy under the direct of appropriate universal theory.
