Social Participation Of Floating Population And Its Influencing Factors

The 13 th Five-Year plan introduced five development concepts : Innovation,Coordination,Green development,0pening up and Sharing.Among them,the concept of Sharing attracted attention.Sharing stressed that "everyone involved,everyone try,everyone enjoys",it means that let everyone has an equal part in economic and social construction and shares its benefits.Floating population as the main force of urban construction and development has made great contributions,but they did not enjoy the same treatment as household population in sharing the results of urban development.At the same time,the willingness of floating population to enjoy equal treatment is becoming stronger.On the one hand,the movement motive of floating population shifted from "for better survival" to "for better development",and they entered the city in order to obtain more and better development opportunities and urban resources;on the other hand,the desire to settle down and to integrate into the city is stronger.These changes have exacerbated the contradictions participating in the construction and sharing of development outcomes among floating population.Social participation is an important means for floating population to realize its own value,to enjoy the rights of citizens and to share the fruits of social development,and social participation can effectively reconcile the contradiction between "part in construction " and "share its benefits" among floating population.Based on the view of Social Quality Theory,contrast with household population,this paper analyzes the influence of four conditional factors of social quality on the social participation of floating population.The study found that social participation of floating population has the following characteristics: First,political participation "marginalized" situation is obvious;Second,cultural participation is at a simple and single level;Third,the volunteer activities participation is at a low level.Through further regression analysis,it is found that the social quality promotes the social participation of floating population.Specifically,social-economic security has different effects on the different aspects of the social participation among floatingpopulation.The influence of the social cohesion on the social participation of floating population is unstable and the social inclusion is conducive to floating population social participation,social empowerment significantly promote the social participation of migrant population.In addition,the social participation mechanisms of floating population and household population are different.This paper argues that the social participation of the floating population can be promoted from the following aspects.On the one hand,speed up the reform of the social system and cultivate social organizations of floating population to broaden the institutionalization and the organization of social participation channels of floating population.In addition,we can use new media technology to create a diversified channel of social participation.On the other hand,it is also important to promote equalization of public services and enhance the inclusion of social policies.
