Reading is not only an important way to increase the wisdom of human being,but also inherit the civilization of a country.Eighteen report proposed the national reading activities on November 2012 ".In 2014,the college entrance examination reform program was initiated to increase the Chinese literacy and ability of high school students.In 2016,the Ministry of Education issued "the core quality of Chinese students' development",which requires students to have the basic knowledge of Chinese and foreign cultural fields,and to understand and grasp the ideas and practices of the humanities.It is necessary to have the ability to discover,perceive,appreciate and evaluate the beauty and the basic ability.It has the ability to criticize and explore.In December 2016 the State Press and Publication Administration issued the "national reading" 13 th Five-Year "period of development planning"(hereinafter referred to as the "planning"),"Planning" to determine the 28 national reading activities of key projects and projects,proposed to hold a major national reading activities,to strengthen the quality of reading,to protect the development level of national reading.In order to improve the level of national reading,the state has issued various policies and guidelines,which is of great significance to improve the quality of students' reading and improve their reading level.According to the investigation of the senior high school students' reading,we find that there are a series of problems in reading teaching.Teachers who has classic reading theory guidance are not enough,the students read a single evaluation method,The teachers' professional level is limited,the depth of the famous reading teaching is not enough,and the teaching content is not rich enough.too.School reading atmosphere is not very well,which really affected by the pressure of schoolwork.Students have limited reading time,Influenced by "fast food" reading,the interest in classic reading is not strong enough,and the ability to appreciate literary works,so it is impossible to read the whole book in a scientific and effective way.Aiming to the problems and causes of students' reading,On the basis of hermeneutics,this paperputs forward some countermeasures from four aspects: teachers,students,schools and educational administrative departments,which can really Improve teachers' literary quality.It also strengthen the guidance of the theory of students' reading,stimulate students interest in reading,change the way students read and interpret the text,In order to develop a good reading habit,the school should strengthen the campus reading atmosphere and implement the teacher's incentive system in educational administration,and improve the ability of Chinese textbook analysis and also reform the evaluation mechanism of examination to change the students' reading quality.
