Hubei Province has made outstanding contributions that cultivating one after another Olympic champion to China's competitive sports,we are proud of these Olympic champions. 1992-1996 is the peak period of athletic performance in Hubei Province, but the present results has been at a low period since 1996.At present, the development of competitive sports in Hubei Province is faced with many problems, the most direct performance did not significantly improve in the competition results .The reasons for this phenomenon may occur at all levels of various types of school training that training management, training implementation, training science and education, training medical care, training materials, etc are not guaranteed support in Hubei Province.This article uses the literature survey, questionnaire investigation, expert interview method,mathematical statistics and other research methods,adopting the training and management guarantee, training implementation guarantee, coach team construction guarantee, logistic support, science and technology service guarantee of the training guarantee of various kinds of sports schools at all levels in hubei province as the research object. surveying sports school,competitive sports schools, children's sports school individual sports school,sports school training work in hubei province,and interviewing with the relevant experts.so having known the present situations of the training safeguard mechanism of competitive sports reserve talents in hubei province, and making the comprehensive evaluation, getting the following conclusions: l,on the training management, the four aspects that the construction of the goal, a reasonable allocation of talent, management system and culture construction are to do better;2,on the training of implement security, scientific selection of materials and material sources of the basis are reasonable; The formulation and implementation of training plan, and monitoring in the process of training are accorded with the standards of "National high level sports reserve talented person base";3,the structure of coaches of sports school are to be optimized;4,lack of logistics; 5, science and technology service is low.To solve the existing main problems of the training guarantee of various kinds of sports schools at all levels in hubei province, and strengthening the training guarantee of various kinds of sports schools at all levels in hubei province from the policy and system,putting forward some countermeasures to perfect:1,strengthening the service of science and technology, building and improving the scientific selection mechanism,improving the level of scientific training management; 2,broadening the funding channels,providing material guarantee for sports training ;3,strengthening the supervision of normalized training management, perfecting the competition function of resource allocation, improving the athletes' precise cultivation;4,strengthening the coaches"introducing of intellectual resources" engineering management of hubei province sports school;5,perfecting combination of sport with education,strengthening the security of cultural education, widening the athletes study, employment way out.
