The eternal theme of national development is the modernization of people's quality.The p remise of educational modernization is the modernization of teacher education.Since 1990 s,t he developed countries such as Europe and the United States have issued teacher education re form policies to ensure the quality of teacher education,for the realization of teachers' professi onal,the trend of particular concern is the emergence of two changes in the concept of quality,that is,from the focus on the quality of teachers "candidates" to the quality of teachers' educa tional institutions,which is from paying attention to “output” to “input”,controls quality from the source and monitors the quality based on corresponding approval standards of the educational institutions for teachers.The kindergarten teacher education has rooted and grown in many schools with rapid development trend since the new century.In order to ensure the quality of the teachers to keep up with the times,we urgently need to formulate and perfect the qualification criteria of the training institutions for the kindergarten teachers,only when the qualification criteria is established can the orientation of teacher quality construction be found.At present,the construction of the qualification standards of education and training institutions at all levels in our country is still blank,this study is based on the construction of preschool teachers' training institutions,which is of great theoretical and practical significance.Chapter I is introduction,mainly introduces the research origin,purpose,significance,method and related literature review thus to extract the core of the paper,namely how to establish the qualification criteria suitable to the training institutions for kindergarten teachers.Chapter II explores the impetus basis for the criteria establishment from two aspects including theoretical basis and real driving.Discuss the establishment basis from fur perspectives such as education and the society,relation theory for humans,education quality view,philosophy value orientation theory and system theory;analyze the enlightenment on the criteria establishment in our county from two aspects including the new trend of value orientation for the approval standards on the educational institutions for foreign teachers as well as the new improvement orientation of criteria;based on the appeals of rebuilding of the standard system for the education on teachers,sort the relationship between the qualification criteria of the training institutions for kindergarten teachers and related standards thus to specify the design direction of the standard system.Chapter III analyzes the factors affecting the qualification criteria of the training institutions for kindergarten teachers,wherein,the external factors include economic basis,policy orientation and social demands;the internal factors are know base on the text analysis method,including professional basis construction,professional development construction and talent training quality,formulate the standard indicators of all levels based on three dimensions.In Chapter IV,though the investigation and Delphi Technique,the author makes clear the value orientation of the evaluation construction,and is committed to the guiding significance of the standard.Combined with the guiding significance of the standard.Combined with the construction of ideas,principles,as well as the views of experts,further optimizing the content of the index system and matching the weight coefficient to the degree of importance.
