North Guangdong mountain area in undertaking industrial transfer and promoting local rural labor transfer in the Pearl River Delta region is shouldering the corresponding responsibility.Although Guangdong is already began to implement industry and labor “double transfer” strategy,higher vocational teaching staff is still the restricting factor in training qualified personnel and the development of higher vocational education in the current north Guangdong mountain area.It is not conducive to the implementation of the "double transfer" strategy.There are three purposes through in-depth investigation and rational analysis of the higher vocational teaching staff in north Guangdong mountain area.First,accurately find out factors restricting the higher vocational teaching staff construction in north Guangdong mountain area,and find out the problems,and find a way to solve the problems.Second,optimizing the structure of teaching staff of higher vocational education in north Guangdong mountain area,improving the school quality,school level and school efficiency of the higher vocational colleges in north Guangdong mountain area.The third is to provide decision-making reference for north Guangdong mountain area or even Guangdong province about teaching staff construction.North Guangdong mountain area including Shaoguan,Heyuan,Meizou,Qingyuan and Yunfu five cities according to the regionalization of Guangdong province.There are five higher vocational colleges in the region.This paper conduct a full sample survey on the five vocational colleges teaching staff construction in north Guangdong mountain area in nearly four years.Accurately find out the existing problems and factors restricting the higher vocational teaching staff construction in north Guangdong mountain area,and explore the strategy of teaching staff construction in higher vocational education.The contents of this paper include five parts: the first part analyzes the research background and significance,the research status quo at home and abroad,the research ideas and methods and the innovation of the article.The second part mainly clarifies the related concepts of north Guangdong mountain area,higher vocational education,vocational college,teaching staff construction and so on,and to understand and study the relevant theories like career development theory,teacher professional theory and human resource theory,to provide theoretical support for the follow-up paper.The third part using the method of investigation and comparative research method,detailed investigates the north Guangdong mountain area five higher vocational colleges teaching staff construction in nearly four years,using recent four years the Guangdong Annual Report of Higher Vocational Education to understand the status quo of the teaching staff construction of higher vocational colleges in Guangdong Province.Mainly research present situation of the number of full-time and part-time teachers,teaching workload,educational background and professional title structure,the number of vocational qualification certificates,the “double type” teachers and the teacher training system,to compare north Guangdong mountain area with Guangdong province in teaching staff construction.The fourth part through further analysis on survey data,it is concluded that the problems of teaching staff construction in the north Guangdong mountain area are as follow: insufficient number of teaching staff,lack of master degree teacher,unreasonable professional title structure,less teacher hold qualification certificates,low percentage "double type" teacher,imperfect "double type" teacher training system.And analyze the influencing factors of teaching staff construction in north Guangdong mountain area as follow: remote location is hard to attract high-quality teacher,teachers' financial support for the introduction policies has yet to be increased,the traditional view has affected the higher vocational teaching staff construction,financial investment in vocational school teacher training and continuing education system is not enough,the management and evaluation mechanism is not sound.Finally,the fifth part to promote the higher vocational colleges teaching staff construction in north Guangdong mountain area put forward proposal: to strengthen the talent introduction and rationally use existing resources,optimize the structure of teacher and improve the employment mechanism,attach importance to the “double type” teacher training to improve teachers' quality,innovate the mode of teacher training and guarantee training funds.Training qualified personnel is the primary task to achieve the Guangdong industry and labor "double transfer" strategic objective,and the teaching staff construction is the key element and prerequisite for training qualified personnel.The research has important status in the study of Guangdong education system,which can further enrich and develop the theoretical system of vocational education,and solve the existing practical problems in the higher vocational colleges teaching staff construction in north Guangdong mountain area,so as to guarantee the development of higher vocational education in north Guangdong mountain area and realize the goal of regional economic development.
