Evaluation of teachers' professional titles in college is one of the most important aspects of a personnel system. It can help to motivate the teacher if the systemfunctions well. The different titles of teachers are the way to show their teaching andacademic abilities. And the different titles not only indicate their working abilities, butalso indicate their social status, especially the title of professor, which is the ultimategoal of most college teachers. So the annual assessment of professional titles is acompetition for position. And because of this, the assessment of titles has become oneof the most criticized topics among teachers. With the further development of assessment methods, there have been many problems and to a considerable extent, those problems hinder the enthusiasm of teachers. Therefore,in this research we will analyze the evaluation of teachers' professional titles among different colleges in five parts,to deeply analyze the problems in our colleges. The first part discusses the theme of the research, and the purpose of the research,as well as some core concepts, and how to design the research and so on.The second part mainly discusses the personnel system in the period of the Republic of China,to analyze the strengths and shortcomings in that time. The third part is the main part of the whole research, collecting more than 30 colleges from different regions, and focuses on the professional title of professors' evaluation criteria, the assessment procedures and the classification of the professional titles to study the deficiencies of the assessment of professors in colleges. The fourth part is to analyze the conclusion based on the second part and summarize the existing problems. In the fifth part, according to the problems in the fourth part and lessons drawn from the practices of the Republic of China and the successful experience of western countries,we are going to put forward some new ideas for the evaluation of the titles of professors in our country.Through the analysis of the research of the evaluation criteria,we found that there are three main problems in the evaluation, namely the unfairness of the assessment criteria, the irrationality of the assessment methods and the lack of standards in the assessment process. Therefore,we need to establish national standards,to ensure that the professors across the country have the same ability to be qualified. And we can take some measures like public presentation, representative works and colleague evaluation and so on to change the old system of primarily focusing on the number of published works or the relationship with administrative power. Finally,we provide a new theoretical framework for the evaluation of the titles of professors in colleges and outline uniform standards that meet the evaluation of teachers' titles at all levels.
