| In order to comply with the trend of the reduction of rural school-age children under the new urbanization strategy,promote the healthy development of rural education,and realize rural revitalization,China has implemented the adjustment of the layout of rural schools.The adjustment of the layout of rural primary schools has caused many problems,which are not conducive to balancing the allocation of urban and rural education resources and improving the quality of rural education.These problems also hindered the balanced development of urban and rural compulsory education and the realization of education equity.This paper aims to summarize the problems arising in the layout adjustment of rural primary schools,analyze the causes of the problems,and then put forward reference countermeasures for solving them,so as to provide practical reference for the formulation of rural primary school layout adjustment policies and local implementation policies according to actual implementation policies.Therefore,the layout adjustment of rural primary schools can promote the healthy development of rural primary education,realize the balanced development of compulsory education and promote educational equity.This paper analyzes the shortcomings and problems in the layout adjustment of primary schools in J Town,Z County,Shandong Province by using questionnaire survey methods,interviews,literature methods and other research methods.According to interviews and observations,the study found four problems.The first is the distance between students who have been adjusted has increased and the burden on families has increased.The second is the difficulty for students to adapt to the new environment and the lack of family education.The third is the allocation of teachers’ resources is unbalanced.The fourth is rural school culture lacks characteristics,and it is difficult to continue rural culture.These problems are not conducive to the balanced realization of compulsory education,undermine the fairness of the beginning of education,the fairness of the education process and the fairness of education results,and do not conform to the principles of equality,difference and compensatory.This study analyzes and discusses three main reasons for these problems.They are the layout adjustment does not take into account efficiency and fairness,the layout adjustment plan lacks scientific planning and feedback,and the supporting measures for layout adjustment are not perfect.This study also puts forward four corresponding reference suggestions on how to solve the problems arising in layout adjustment.The first suggestion is the scientific layout to shorten home-school distance and some ways to reduce the burden on families.The second is improving students’ adaptability to the new environment and promoting family education.The third is balancing the allocation of resources for teachers in rural schools.And the fourth is constructing the characteristic culture of the school and promoting the continuation and development of rural culture. |
