The Study On The Development And Reform Of Industry-based University And The Supply Of Industrial Talents

An industrial talent refers to the relevant professional and technical personnel,who grasps the management experiences and knowledges in a particular field,understand the actual needs of enterprises when related to the industrial policy,industrial layout, and technology development trend, and also has overall and forward-looking point of view, certain management skills and research and improvement ability. Industrial talent could turn his human capital into the benefit and impetus of future development of the enterprise. The industrial talents include not only the high skilled talents, but also the professional and technical personnel, and their training and supply is of great significance to China's economic development,technological progress and industrial restructuring.Since the beginning of this century, the supply and demand of industrial talents in our country have been unbalanced. Through literature search and comparative research methods, we analyses the supply and demand status of China's industrial talents in 2001 -2016. We found that various of the industry sectors see rapid growth in demand for industrial talents, and the current supply and the quality of industrial talents cannot meet that strong demand. We believed that the root of this contradiction lies in the supplier. To this end, we used cost-benefit methods to analysis the effect of the traditional manners of industrial talents cultivation. The results show that the"learning by doing" has a poor effect on the cultivation of industrial talents, as well as the comprehensive universities and vocational schools. As professional training and knowledge service institutions, the corporate universities get better effect on the cultivation of industrial talents, but the establishment and operation need massive capital investment, which the small and medium enterprises cannot afford. The industry-based universities and colleges get better effect on the cultivation of industrial talents and lower costs, but in recent years in the development process there have been some problems, such as the industry-based university has separated tendency from industrial sector, and the effect of cooperative education between industry-based colleges and enterprises is dissatisfied. In order to improve the imbalance between supply and demand of industrial talents, we focuses on exploring the development and reform path of industry-based universities and industry-based colleges under the socialistic market economy. At the same time, on the basis of absorbing the experiences of the industrial talents cultivation by the industry-based universities and colleges and corporate universities, we creatively put forward that enterprises of the industrial sector could establish such kind of joint-stock industry-based university in the joint-stock pattern, and the feasibility, effectiveness and operation mode have higher development potential, which could be an useful supplement of traditional manners.
