Research On The Present Situation And Problems Of Social Work Service Organization In The South Of Xinjiang

With the development of society,in order to further develop the role of private social workers in providing personalized services and innovative social governance,the Ministry of Civil Affairs of the People's Republic of China issued the Opinions of the Ministry of Civil Affairs on Further Promoting the Development of Private Social Work Service Institutions in Advance The development of the cause of social work service organizations in our country has made great efforts to accelerate the construction of the social work professional talents and enhance the talent support ability of building a harmonious socialist society.At the same time,the Xinjiang Uygur Autonomous Region Party Committee Talent Work Leading Group at the 13 th meeting considered and adopted the "Xinjiang social work personnel to build long-term development plan(2011-2020)",it is not difficult to draw these are for the development of social work in Xinjiang Institutional business provides a good opportunity.In order to better understand the status quo and problems of the development of social workers in the south of Xinjiang,and to further explore the solution to these problems,the author carried out in-depth research on six typical social workers' service agencies in southern Xinjiang.The author generalized the development model of the social workers in southern Xinjiang into three categories: the partner assistance mode between Shenzhen and Xinijang in the Kashi region,the autonomous operating mode in Aksu region and the government-oriented model in Bazhou region.And from some aspects such as the operation of social service organization,the author analyzed the development feature of typical representative organizations among the whole South Xinjiang social service agencies,including the main ways of resource links,such as the distinctive features of each social service organization in Southern Xinjiang and government purchase service,and the theme of this kind of service is promoting ethic unity and integration.Then from these three aspects,such as external environment,the construction of social service organization and localization,this paper analyzed all the problems faced by organizations and the causes,which are the problem of mismanagement,and the pervasive problem of the shortage of social workers.And these problems are caused by the underdeveloped situation of Southern Xinjiang,insufficient support from government and the lack of concept propaganda about social work,etc.At the end of the paper,in order to promote the social development of the social work service in the southern region,the author starts from the external environment like the government and society that can help to propaganda the concept of social work service.Then from the organization construction and talent team construction this paper found out the resolution to promote capital link channel,and the strategy to promote the organization from the well construction of supervision mechanism.For better solving the localization problem of social work service organization,the author explored two aspects??talent localization and project localization.
