With the rapid development of urbanization in China,a large number of rural laborers have been going to urban areas.According to the 2015 migrant worker survey report from National Bureau of statistics,there are 277.47 million migrant worker amounted in 2015,3.52 million more than 2014.The information hidden in that data is that the number of rural children unable to follow their parents to urban is definitely large.And these children are called the left-behind children.Because of their parents' long absence,care and guardianship's lacking make a lot of left-behind children in kinds of trouble on physical security,moral,intellectual and mental qualities,which reflects the serious problem of left-behind children in education.Among the many specific issues contained in the problem of left-behind children in education,the guarantees of left-behind children's right to education is no doubt one of the most basic,because it relates to the answer of these questions “can left-behind children be educated” “how can left-behind children be educated” and “who's going to guarantee left-behind children's education”.At present,research has been very mature about the problem of left-behind children in education.But these studies focus on the responsibility of the State(or the Government),schools,social on left-behind children's education issues,and their suggestions also mainly about how to improve efficiency of the principal.Study on left-behind children's family is very little,even if there are,the length for discussing is also typically quite small.This paper attempts to analyze the particularity both of the right to education and the left-behind children's right to education,analyze family's importance to left-behind children's right to education and its specific contents,afford some suggestions to give a better family guarantee to left-behind children according to the survey.In the introduction,paper has defined the concept of “left-behind children” and combed the essence and composition of the right to education.According to the government act,on strengthening protection of rural child care(Feb,2016),left-behind children refers to the rural child,whose both parents are labor in the urban or one of them is a labor,and the other one has no capacity to look after him,besides,he is under the age of 16.Through analysis of documents and legal texts analysis found: The particularity of the right to education is that the logical starting point of the right to education is the human dignity and whose realization has to date.Particularity of left-behind children's right to education present on three aspects: the first one is that as the subject of the right,left-behind children are dependent both physical and psychological.the second one is that there are differences among the relatives of left-behind children's right to education.and the third one is that the exercise of left-behind children's right to education is not selective.During the process of the realization of left-behind children's right to education,family's status is irreplaceable,on the one hand,family education is the starting point for achieving the right to education of left-behind children,on the other hand,family provides material security for left-behind children's right to education.Refer to Professor Gong's view that the right to education includes having learning opportunities,havinglearning conditions and having the opportunity to get success,paper divided family's specific guarantees for left-behind children into three parts: guarantee the access for left-behind children going to school,provide conditions for left-behind children's education and participating in left-behind children's educational outcome evaluation.And make them as the dimension for the on-site investigation of how does family guarantee left-behind children's right to education.Through field investigation,several disadvantages in family guarantees left-behind children's right to education are found.The reasons,including weak consciousness of left-behind children's family on the right to education,the methods family used is unscientific,the interaction between family and school is monotonous and our minors guardianship system is insufficient.Thus,the strategies to perfect family's guarantee for left-behind children's right to education are divided into five aspects,including raising family awareness of left-behind children's right to education,changing the mode of family education,enhancing effective interactive communication between school and family,speeding up the perfection of the monitoring system and developing the local economy to reduce the number of left-behind children as soon as possible.
