| Under the accelerating and deepening trend of the economic globalization and regional economic integration,those who can attract and nurture more talents will gain competitive advantage.Nowadays,Quanzhou’s economic aggregate have ranked first in Fujian province for 17 consecutive years,approved the national comprehensive reform pilot zone for the financial sector to serve the real economy and the national private economy comprehensive reform pilot area etc.,which provide new opportunities for the development of Quanzhou in the new stage.Standing at a new starting point,Quanzhou wants to break the bottleneck restrictions of development,caused by land,labor,capital and other resources,and to further display superiority,the most important thing is to attract talent taken root in Quanzhou,and give full play to the leading and driving function of talent,recreating new advantages for the reform and development of Quanzhou.Therefore,how to gather a large number of talents is a subject worthy of in-depth study by Quanzhou municipal government.In recent years,Quanzhou municipal government have made some effects in the talent agglomeration through adopting a series of measures on establishing personnel policy system,strengthening personnel service team,creating private enterprises’ talent gathering zone etc.,but there are also many existing problems,which includes the inconsistency between the construction level of talent team and the development of economy,the deficiency of Quanzhou native college graduates returned hometown and the high-level latent introduction,the insufficiency in talent service environment construction.These are mainly due to the imperfection in talent system and mechanism,the lack of carrier and platform for attracting and gathering talent,the unsound financing environment,the shortcomings on city construction and the threat caused by the rapid development of the surrounding cities etc..Based on this,the next step for the Quanzhou municipal government about how to deal with and what should be done to better realize the talent agglomeration,is a question need to be well studied.This article on the basis of the human capital theory and the ‘push pull’ theory,through analysis,comparison and reference of the local talent gathering supporting mode or measures,adopted by the domestic and oversea governments,to find the possible influence factors of talent agglomeration,such as economy,policy,market,finance,combined with the analysis of the measures the Quanzhou municipal government has taken in talent agglomeration,the achievements and shortcomings.Based on above,according to Quanzhou’s existing natural and cultural conditions and the level of economic development,also the future development situation and future development planning,this paper puts forward some countermeasures and suggestions for the Quanzhou municipal government to speed up the talents agglomeration. |
